As part of the implementation of the Primary Health Care Quality Improvement Operation (PHCQIO) Additional Financing Project, financed by the World Bank, the Ministry of Health of the Kyrgyz Republic announces a competition for the following vacant position:

 

Technical Consultant with a medical background to support the Ministry of Health in implementing a preferential drug provision scheme under the State Guaranteed Benefits Program

Qualification Requirements:

  • Higher medical education (at least 5 years of experience and skills in the health system, and at least 5 years in the mandatory insurance system);
  • Experience in developing and implementing mechanisms for drug provision within the framework of state health programs, including the formation of drug formularies, the development of mechanisms for selecting health technologies, pricing, drug reimbursement, the organization of drug dispensing, and the monitoring of drug distribution;
  • Experience in analyzing the need for medicines in the health sector, assessing budgetary impacts, and preparing analytical reports on issues related to the financing of drug provision;
  • Experience and skills in drafting regulatory documents and national programs in the fields of health and health insurance, as well as preferential drug provision; experience in conducting  procedures for coordinating draft documents with government agencies, health care organizations, and international organizations and development partners during the implementation of health projects;
  • Experience in conducting expert assessments of medicines for inclusion on lists of preferential medicines;
  • Practical experience in developing, implementing, or improving the State Guaranteed Benefits Program, the Additional Drug Program of Mandatory Health Insurance, and other state programs for financing medical care and drug provision shall be an advantage;
  • Experience in participating in the development or implementation of digital solutions and information systems in healthcare, including the integration of reference databases, registries, classifiers, and other digital components into government information systems. Experience working with the “EDBDMD” information systems, the MHIF's “Electronic Subsidized Prescription,” “Electronic Outpatient Record,” “Electronic Inpatient Record,” and experience working with the “Dary – Darmek” mobile app, as well as participation in projects related to their integration, shall be an advantage;
  • Skills in preparing analytical reports, guidance materials, and presentations; conducting consultations; and working as part of interagency working groups;
  • Ability to collaborate and be solution-oriented, initiative, flexibility, problem-solving skills, and strong communication skills;
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint). Knowledge of Russian and Kyrgyz sufficient to work with recommendations and technical documentation shall be an advantage.
