As part of the implementation of the Primary Health Care Quality Improvement Operation (PHCQIO) Additional Financing Project, financed by the World Bank, the Ministry of Health of the Kyrgyz Republic announces a competition for the following vacant position:
Technical Consultant with medical background to support the Ministry of Health in the implementation of the State Guaranteed Benefits Program No.1
Qualification Requirements:
- Higher education in medicine, public health, health administration, or health care management;
- At least 10 years of professional experience in health administration, development and implementation of health programs, health system reform, or health project management;
- Knowledge of the principles governing the health system of the Kyrgyz Republic, the State Guaranteed Benefits Program, health financing mechanisms, the regulatory framework, and modern approaches to strategic health care purchasing;
- Practical experience in developing or applying World Health Organization (WHO) tools in the area of Universal Health Coverage (UHC), including the use of the WHO UHC Compendium, methodologies for prioritizing health services, and the design of health care packages;
- Experience in working with methodologies and costing tools for health services and health care packages, including cost analysis, financing scenario modeling, and budget impact assessment;
- Practical experience in developing or adapting healthcare service packages based on prioritization criteria, cost-effectiveness assessments, epidemiological significance, clinical efficacy, and the financial sustainability of the health system
- Knowledge of international approaches to developing packages of guaranteed health care services, including the principles of strategic health care purchasing, health care prioritization, and health technology assessment
- Practical expertise in working with the Ministry of Health, the Mandatory Health Insurance Fund, health organizations, and other public bodies on issues related to the implementation of health reforms
- Experience in coordinating the activities of multidisciplinary working groups and collaborating with experts in finance, economics, health digitalization, and health information systems
- Experience in drafting analytical reports, presentations, recommendations, and other documents for the leadership of the Ministry of Health and development partners
- Experience in projects with international organizations and development partners (the World Bank, the World Health Organization, the Asian Development Bank, GIZ, UNICEF, USAID, etc.) shall be an advantage
- Excellent analytical, organizational, and communication skills, as well as experience in preparing and conducting meetings, workshops, and consultations with stakeholders
- Fluency in Russian and Kyrgyz (spoken and written). Working knowledge of English sufficient to work with international guidelines, methodological materials, and prepare technical documentation shall be an advantage
