As part of the implementation of the Primary Health Care Quality Improvement Operation (PHCQIO) Additional Financing Project, financed by the World Bank, the Ministry of Health of the Kyrgyz Republic announces a competition for the following vacant position:

Technical Consultant with medical background to support the Ministry of Health in the implementation of the State Guaranteed Benefits Program No.2

Qualification Requirements:

  • Higher education in medicine, public health, or health administration. Master's degree shall be an advantage;
  • Practical experience in developing, implementing, supporting, or updating the National Classifier of Health Services, classifiers of medical services, medical nomenclatures, or medical service coding systems;
  • Experience in coding medical services, laboratory tests, diagnostic procedures, and medical interventions, as well as in developing medical service packages;
  • Experience in working with government health information systems, including electronic outpatient record, electronic inpatient record, health service registries, and other digital platforms;
  • Practical experience in developing functional requirements, terms of reference, and business process descriptions, as well as participating in the digitalization of health processes;
  • Experience in collaborating with information system developers, public bodies, and health organizations on issues related to the integration of medical classifiers and digital solutions
  • Experience in developing requirements for systems related to record-keeping, reporting, medical data exchange, and information system integration shall be an advantage
  • Practical experience in developing or implementing monitoring and evaluation mechanisms, including the development of performance indicators, reporting forms, and analytical tools
  • Knowledge of the regulatory framework of the Kyrgyz Republic in the areas of health, digitalization, the State Guaranteed Benefits Program, and the National Classifier of Health Services
  • Experience of working with international classifications and standards (ICD-10/ICD-11, SNOMED CT, ICPC, ICHI, or other international coding systems) shall be an advantage
  • Experience in World Bank, World Health Organization, Asian Development Bank, GIZ, UNICEF, USAID, or other international organization projects shall be an advantage
  • Excellent analytical, organizational, and communication skills, as well as experience in preparing regulatory, methodological, and analytical documents
  • Fluency in Russian and Kyrgyz (spoken and written). Working knowledge of English sufficient to work with international technical documents and standards shall be an advantage
