[SCOPE OF TENDER......]The contracted firm will deliver the following:3.1 Strategic Framing (per debate)Propose the framing of3–4 debate (LEAD Africa project)topics that UNDP has provided, drawn from the project’s technical areas (e.g., critical minerals value chains, G20 reform, energy justice, fiscal space for transition, AU-G20 coordination).Develop aframing note(2–3 pages) per debate: context, policy tension, key questions, desired outcomes, and audience.3.2 Debate Candidate Suggestion & EngagementSuggest abalanced panel(3–4 debaters per session) including government, academia, civil society, private sector, and regional thought leaders.Securewritten confirmationfrom candidates, manage pre-debate briefings, and ensure diversity (gender, geography, sector, generation).Where appropriate, include G20 sherpa track participants, AU officials, or technical experts from UNDP/OSF networks.3.3 Media & Audience CoverageDevelop amedia engagement planper debate: identify relevant journalists, editors, and commentators (e.g., economic, climate, foreign policy desks).Securelive coverage(TV, radio, online streaming) orin-room presswith at least 5–8 accredited media representatives per debate.Coordinate with UNDP communications team to produce social media assets, key quotes, and post-debate summaries.Ensure local media (community radio, regional newspapers) are included alongside national outlets (e.g., SABC, News24, Daily Maverick, Newzroom Afrika).3.4 End-to-End Debate Production, Content Package and Promotional Campaigns (Per Session)The contractor shall provide a fully integrated production service for the debate series, including all technical, production, recording, editing, and content development requirements necessary to deliver a broadcast-quality event and associated digital content assets.
The service shall include the provision and management of all required equipment, personnel, and technical support, including professional audio systems, stage lighting, multi-camera recording infrastructure, production coordination, and event-day support.
The service provider will support UNDPs promotional and audience engagement efforts by developing platform-ready digital assets and providing technical support for content dissemination across YouTube, X, and LinkedIn.
Responsibility for campaign strategy, messaging, publishing, and account management will remain with UNDP.For each debate session, the contractor shall deliver:One (1) professionally recorded and edited full-length debate video;One (1) highlight video of approximately 2–3 minutes;Three short-form social media clips (30–60 seconds each);One (1) promotional campaignAll video outputs branded, captioned, and formatted for digital dissemination.Draft outputs shall be submitted within five (5) to seven (7) working days following each debate, with final versions delivered after incorporation of UNDP feedback.Please indicate whether you intend to submit a bid by creating a draft response without submitting directly in the system.
