Description

Ordnance Survey (OS) requires Suppliers to provide technology and data professional services to support the delivery of its strategic objectives, transformation programmes, products, services and operational requirements. The Suppliers shall deliver specialist technology and data expertise through a multi-lot framework agreement, providing access to suitably qualified professionals across a range of disciplines, including software engineering, geospatial applications, testing services and artificial intelligence. The framework will provide OS with a flexible and efficient route to market for the procurement of specialist resources and services required to support projects, programmes, service delivery and business change activities. The scope of the Framework includes, but is not limited to: • Provision of specialist resources and teams to support the design, development, implementation, enhancement and maintenance of geospatial applications and data solutions. • Provision of software development services to support digital products, online services, APIs, data integration, data processing, data sharing and related technology capabilities. • Provision of functional and non-functional testing services, including quality assurance, test automation, performance testing, security testing and associated testing activities. • Provision of artificial intelligence and machine learning services, including the design, development and deployment of AI-enabled solutions, agentic systems and other advanced AI capabilities. The Framework is intended to support OS in achieving improved delivery capability, enhanced service resilience, increased organisational agility, innovation, operational efficiency and the successful delivery of strategic technology and data initiatives. The successful Suppliers will be expected to work collaboratively with OS and relevant stakeholders to ensure the continuous delivery, improvement and optimisation of services throughout the Framework term. Suppliers will be required to provide resources that align with OS-defined role profiles, capability standards and specific business requirements. The Authority may require flexibility to accommodate changes in demand, technological developments, legislative requirements, organisational priorities, emerging technologies and future business needs during the Framework term. The Framework is to be divided into four Lots: • Lot 1: Geospatial Applications • Lot 2: General Software Development • Lot 3: General Testing Services • Lot 4: AI Services Suppliers may bid for one or more Lots. It is anticipated that up to three Suppliers will be appointed to each Lot. Call-off contracts may be awarded through either further competition or direct award in accordance with the Framework Agreement. OS does not guarantee any minimum level of spend under the Framework. Suppliers under Lot 1 will be required to be capable of delivering specialist geospatial application development and data capture services to support Ordnance Survey’s (OS) geo‑production capability and wider geospatial data ecosystem. This Lot focuses on the delivery, enhancement, and maintenance of systems used to capture, manage, process, and integrate geospatial data into OS core datasets. This includes both manual and automated data capture processes, spatial data transformation, and the development of applications supporting data production workflows. Suppliers under Lot 2 will be required to be capable of delivering general software development services to support the design, development, enhancement, integration, and maintenance of digital systems and platforms across Ordnance Survey (OS). The Lot will support a broad range of business and technology requirements, including internal systems, customer-facing applications, enterprise platforms, APIs, and supporting services. Lot 3 provides access to suppliers capable of delivering comprehensive software testing and quality assurance services to support Ordnance Survey (OS) in the successful delivery of its products, platforms, and services. This Lot focuses on both functional and non-functional testing services, ensuring that systems developed across OS meet defined requirements, perform effectively under expected conditions, and provide a secure, accessible, and high-quality user experience. Lot 4 provides access to suppliers capable of delivering Artificial Intelligence (AI) and advanced analytics services to support Ordnance Survey’s (OS) ability to design, develop, deploy, and operationalise intelligent solutions across its technical landscape.
