Telecommunication and ICT equipment colocation services

The subject of the procurement is telecommunication services and ICT equipment colocation services for the Contracting Authority, which include: • data transmission services, • DDoS protection service, • technical support service, • ICT equipment colocation services, • mobile network data services. The economic operator is obliged to offer the subject of the procurement with technical characteristics described in the technical specification. The Contracting Authority is publishing the procurement procedure with the following business objectives: • given that the Contracting Authority uses IT systems that require extremely high availability of 99.9%, it is the Contracting Authority's duty to ensure colocation of ICT equipment for new systems as well as existing systems owned by the Contracting Authority, • ensure data connections that will provide the Contracting Authority with the availability, accessibility, and reliability necessary for maximum productivity of human resources on new and existing IT systems. The Contracting Authority intends to obtain flexibility in activating, deactivating, and the level of use of individual services in accordance with business needs, • further business improvement through the use of mobile services and the availability of mobile services for the needs of new IT systems in accordance with currently available technologies. The Contracting Authority aims to achieve optimal business management through the use of the subject services. Following the computerization of business (strategic goal of the Company), the Contracting Authority's entire ICT system will undergo significant, complex, and frequent transformations in the coming period, requiring simultaneous availability, scalability, and continuity of ICT services in use. This requires flexibility of available external services that can respond to the Contracting Authority's requirements quickly and efficiently at any time. The Contracting Authority's goal is to achieve a more efficient system for activating and deactivating services, as well as flexibility in aligning the technical parameters of the delivered services with actual business needs. The Contracting Authority defines realistic deadlines for the preparation and establishment of services, monitoring the fulfillment of contracted SLAs by the service provider, more expert technical support, and achieving the SLA contractual parameters prescribed by this procurement documentation. For each required service, a deadline for preparation, establishment, cancellation, and fault resolution is agreed upon, with a contractual penalty for the economic operator in case of non-fulfillment of obligations, in order to obtain quality service. The Contracting Authority may, during the review and evaluation of offers, conduct a professional control procedure of the offered service related to the technical capacities of the Economic Operator, whereby the procedure includes the possibility of implementing pilot connections and services at two locations and their compliance with the conditions of the Procurement Documentation within 7 days. The statement of acceptance of the offered service control procedure is signed by the person authorized to represent the Economic Operator. The Contracting Authority is of the opinion that the offered service control procedure proves the technical and professional capability of the Economic Operator as an essential element for the execution of the entire subject of procurement. This proof is required due to the technical complexity of the requested services and the importance of the subject of procurement in the regular operation and business of the Contracting Authority without difficulties.
