Background

Action Against Hunger USA is part of the Action Against Hunger International network. As an independent NGO, Action Against Hunger USA currently manages operations in eight countries: Kenya, South Sudan, Somalia, Tanzania, Uganda, Ethiopia, Zambia and Haiti.
ACF is implementing the RAMP digital platform using DHIS2 Tracker and a customised/forked DHIS2 mobile application to support field-level data capture, programme monitoring, research activities, reporting and decision-making. The platform is intended to support structured workflows for registration, follow-up, service delivery, referrals, outcomes, reporting and data use in low-connectivity settings.
Rationale
ACF has ongoing digital implementation work involving DHIS2 Tracker configuration, mobile data capture workflows, dashboards, reporting outputs and data management processes. To strengthen delivery capacity and ensure timely, high-quality implementation, ACF requires additional technical support to work with internal teams and existing implementation partners. ACF US is targeting an individual consultant for the consultancy.
The consultancy will focus on practical DHIS2 implementation support, including Tracker development and maintenance, mobile workflow support, dashboard and reporting configuration, data quality monitoring, system documentation, testing and knowledge transfer. The role is intended to help ACF translate programme, research, MEAL and digital health requirements into functional DHIS2 configurations and sustainable implementation outputs.
The consultant will also support ACF to better understand, maintain and improve the customised DHIS2 mobile platform, including its interaction with DHIS2 Tracker and, where relevant, the Simprints biometric identification platform. The assignment will not replace existing implementation arrangements; rather, it will provide focused technical capacity to strengthen configuration, quality assurance, troubleshooting, documentation and delivery oversight.
1. Purpose and Objectives of the Consultancy
Purpose
The purpose of this consultancy is for the identified individual consultant to provide technical support for the ongoing implementation, refinement and maintenance of DHIS2 Tracker workflows, the customised/forked DHIS2 mobile application, dashboards, reporting outputs and data management processes under the RAMP digital platform.
The individual consultant will help ensure that the system is technically stable, secure, user-friendly, offline-capable, aligned with programme and research requirements, and able to generate reliable data for decision-making.
Specific Objectives
The consultant will:
Translate ACF programme, research, MEAL and digital health requirements into functional DHIS2 configurations, including forms, workflows, program rules, validations, dashboards, reports and user access structures.
Develop, maintain and optimise DHIS2 Tracker configurations, including tracked entity attributes, data elements, program stages, option sets, program rules, validations, indicators, dashboards, sharing settings and mobile access permissions.
Support configuration and refinement of mobile data capture workflows in the customised/forked DHIS2 mobile application, including form rendering, offline use, synchronisation, validation behaviour and user experience.
Provide technical review of proposed system enhancements, assessing feasibility, implementation options, risks, dependencies, maintainability and alignment with DHIS2 standards and ACF operational requirements.
Strengthen dashboards, reporting outputs and data management processes so that captured data can be used for programme monitoring, supervision, research analysis, data quality review and management decision-making.
Support system and data quality monitoring, including sync performance, duplicate records, failed or delayed synchronisation, validation issues, data completeness, timeliness, consistency and workflow bottlenecks.
Support testing, user acceptance testing, release readiness, documentation, training materials and knowledge transfer to ACF technical, programme, research, MEAL and DHIS2 administration teams.
Maintain a prioritised technical backlog of bugs, enhancements, configuration requests, testing needs, data quality issues and documentation priorities.
2. Scope of the Consultancy
The assignment will focus on the RAMP DHIS2 system and related digital workflows. The scope includes DHIS2 Tracker development and maintenance, customised DHIS2 mobile platform support, dashboards and reporting, data management, testing, documentation and implementation support.
Thematic Scope
The consultancy will cover, at minimum, the following areas:
a) DHIS2 Tracker Configuration and Implementation Support
• Review, configure and maintain DHIS2 Tracker programmes, tracked entity attributes, data elements, program stages, option sets, program rules, validations, indicators, dashboards and sharing settings.
• Configure and update workflows based on approved programme and research requirements, including registration, follow-up, service delivery, outcomes, referrals and reporting workflows.
• Develop or refine repeatable events, custom forms, skip logic, calculated fields, completion rules, validation logic and data quality checks.
• Ensure alignment between Tracker configuration, mobile workflows, data quality requirements, analytics and reporting outputs.
• Review and maintain user roles, user groups, programme access, data access, mobile access permissions and sharing settings according to the principle of least privilege.
b) Customised DHIS2 Mobile Platform Support and Synchronisation
• Review the customised/forked DHIS2 mobile application, architecture, dependencies, Tracker configuration and associated workflows to identify opportunities for improving usability, efficiency, data quality and performance.
• Support configuration and refinement of mobile forms, data entry workflows, validations, program rules, user permissions and other DHIS2 Tracker functionalities required for mobile implementation.
• Investigate, prioritise and support resolution of issues affecting form rendering, login, data capture, offline functionality, synchronisation, workflow performance, validations and user experience.
• Support review of customisations, compatibility considerations, dependencies and integration with the Simprints biometric identification platform, where applicable.
• Support release readiness activities, including regression testing, version notes, deployment preparation and documentation of rollback considerations where appropriate.
c) Dashboards, Reporting and Data Management
• Support configuration and refinement of DHIS2 dashboards, visualisations, program indicators, event reports, line lists, pivot tables, maps, analytics outputs and export templates.
• Support dashboards and reporting views for different user groups, including field teams, supervisors, programme managers, MEAL teams, ICT/DHIS2 administrators, researchers and senior management where required.
• Support system and data quality monitoring indicators, where data is available, including sync volume and frequency, failed or delayed synchronisation, duplicate records, validation overrides, user activity, data completeness and workflow bottlenecks.
• Validate that reported figures are accurate and consistent across mobile capture, Tracker records, analytics, dashboards and exported reports.
• Define and document data flows from mobile capture to DHIS2 Tracker, analytics, dashboards and reporting outputs.
• Develop or maintain a data dictionary, dashboard interpretation notes, reporting checklists and data correction procedures that preserve auditability.
d) Testing, Quality Assurance and Release Readiness
• Develop and maintain test cases, UAT scripts, regression testing checklists, mobile/offline testing scenarios and release readiness criteria.
• Support functional testing, regression testing, offline/online testing, synchronisation testing and user acceptance testing.
• Document test findings, defects, fixes, acceptance decisions, risks and recommended next steps.
• Support troubleshooting, root cause analysis, corrective actions and documentation of lessons learned during implementation or pilot support.
e) Documentation, Knowledge Transfer and Implementation Support
• Prepare technical documentation, administrator guides, user guides, SOPs, release notes, troubleshooting guides, dashboard guidance notes and training materials.
• Document configuration decisions, assumptions, dependencies, risks and recommended actions in a clear and structured manner for ACF review and follow-up.
• Provide knowledge transfer to ACF technical, programme, research, MEAL and DHIS2 administration teams to support sustainability.
• Participate in technical coordination meetings, sprint reviews, demonstrations and issue-tracking processes as agreed with ACF.
f) Data Protection, Security and Responsible Data
• Support secure configuration of Tracker programmes, dashboards and mobile access permissions, applying role-based access and the principle of least privilege.
• Promote privacy-by-design, data minimisation, responsible data handling and secure treatment of credentials and sensitive data.
• Support auditability through appropriate documentation of changes, data correction procedures and access structures.

4. Methodology
The consultant is expected to propose a practical, collaborative and iterative methodology. The approach should include:
• Desk review of relevant documentation, including existing DHIS2 configuration notes, system documentation, issue logs, implementation plans, dashboards, data dictionaries, user guidance and available technical materials.
• Review of DHIS2 Tracker configuration, mobile workflows, dashboards, reporting outputs, data flows and user access structures.
• Consultations with ACF programme, research, MEAL, ICT, DHIS2 administration and field implementation teams to validate requirements and priorities.
• Technical review of the customised/forked DHIS2 mobile platform, including mobile workflow behaviour, synchronisation, usability, compatibility and integration considerations.
• Development and maintenance of a prioritised technical backlog covering bugs, enhancements, Tracker updates, dashboard needs, testing requirements, data quality issues and documentation gaps.
• Sprint-based implementation support, with regular demonstrations, feedback sessions and technical coordination meetings.
• Functional testing, regression testing, mobile/offline testing, synchronisation testing and user acceptance testing.

5. Deliverables
The consultant will produce the following deliverables:

Management and Reporting Arrangements
The consultant will functionally report to the Regional DHIS2 Data Manager, with technical coordination from MEAL and Research teams. The consultant will also work closely with programme teams, ICT, DHIS2 administrators, field implementation teams and relevant technical partners as agreed by ACF.
Progress reporting will include weekly written updates, updated issue logs, technical backlog updates, documentation of key decisions and risks, demonstrations of completed work and participation in agreed coordination meetings.
Duration and Level of Effort
The consultancy is expected to take place
over a period of 6 months
. The final duration and level of effort will be agreed during contracting and inception, based on the priority backlog, implementation timeline and required support arrangements.
Required Qualifications and Experience
The consultant should demonstrate:
• Bachelor’s degree in Computer Science, Information Systems, Health Informatics, Public Health Informatics, Data Systems, Software Engineering, Public Health, Monitoring and Evaluation, or a related field. Equivalent professional experience may be considered.
• At least five years of relevant technical experience in DHIS2 implementation, digital health systems, health information systems, data systems or related technical support roles.
• Demonstrated experience with DHIS2 development, configuration and administration, especially DHIS2 Tracker.
• Strong experience translating programme, research and MEAL requirements into DHIS2 forms, workflows, program rules, validations, dashboards and reporting outputs.
• Experience configuring DHIS2 Tracker programmes, tracked entity attributes, data elements, program stages, option sets, program rules, validations, indicators, dashboards and user access settings.
• Experience working with DHIS2 APIs, metadata management, data exchange and integration between mobile applications and DHIS2 servers.
• Strong understanding of offline or mobile-based data capture, local storage, synchronisation, retries, conflict handling and error recovery concepts.
• Experience troubleshooting data capture, workflow, validation, synchronisation and data quality issues in DHIS2 or comparable digital health systems.
• Experience supporting dashboards, program indicators, analytics outputs, event reports, line lists, data dictionaries, data quality checks and system monitoring indicators in DHIS2.

Ethical Considerations
The consultant must adhere to ethical standards related to confidentiality, responsible data management, informed consent where applicable, data protection, safeguarding and conflict of interest, consistent with humanitarian and digital health implementation ethics. The consultant must handle system credentials, configuration packages, source code, datasets and documentation securely and only for agreed assignment purposes.

Administrative and financial sanctions
In the event a supplier, candidate or tenderer is engaged in corrupt, fraudulent, collusive or coercive practices Action Against Hunger will impose:
Administrative sanctions:
Administrative sanctions are the official notification of the misconduct to the relevant civil or commercial authorities and the immediate termination of all existing working relationships.
Financial sanctions:
Action Against Hunger will request the reimbursement of the cost linked directly and directly to the conduct of a new tendering process or market award. If any, the tender or performance guarantee will be kept by Action Against Hunger.
Information of and access for the Donors
Action Against Hunger will inform immediately the Institutional Donors and will provide all the relevant information in the event a supplier, candidate or tenderer is engaged in corrupt, fraudulent, collusive or coercive practices.
Furthermore, the contractors agree to guarantee a right of access to their financial and accounting documents to the representatives of Action Against Hunger’s institutional donors for the purposes of checks and audits.
Documents to be a supplier
Hereafter is the minimal documentation a contractor working with Action Against Hunger will have to provide:

Important note:
Additional documentation may be required for a particular market.
In addition the contractor must have the capacity to issue invoices, receipts and waybills (or delivery notes), to provide a tax clearance certificate and certify documents with an official stamp.
Anti-Corruption Policy
If you believe that the action of anyone (or a group of people) working or volunteering for Action Against Hunger programs is responsible for violating the above rules, you should file a report through the Whistle-blower Email Hotline.
In order to enable the treatment, reports should give as precise information as possible; your name and contact are optional but encouraged.All reports are treated confidentially to the extent permissible by law. Action Against Hunger will use all reasonable efforts to preserve the confidentiality of the whistle-blower and to protect whistle-blowers against any possible retaliation.
