TGA Planning 2nd construction phase SG1

The Institute of Firefighting North Rhine-Westphalia (IdF NRW) is the largest fire service training and further education institution in Germany. With a capacity of 300 residential places, it offers and conducts a wide variety of courses for professional and volunteer members of public and private fire services. The IdF NRW has three locations within Münster and its surroundings, which are classified as special properties of the state of NRW. The present project relates to the main campus, which will be referred to as the "headquarters" in the future and is located at Wolbecker Straße 237 in 48155 Münster. The other two locations are in Telgte and Münster-Wolbeck, but are not part of this tender. The changing needs of course and training participants today and in the coming years, the expansion of the service portfolio, the increase in training capacities and the associated growth of staff require a future-oriented, continuous adaptation of the existing structural, functional and organizational infrastructures. As part of the currently ongoing first construction phase in the overall project "Infrastructure Optimization Münster and Telgte", functions of the main campus in Münster are being relocated to the areas of the Telgte branch. The associated construction measures at the branch site have already begun and are expected to be completed in December 2027. These measures are not part of this tender. As part of the second construction phase, which is the subject of this tender, the restructuring already begun at the main campus in Münster will be continued. This includes, among other things, the following measure: - New construction of the SG1 lecture hall building with energy center, canteen and training control center. For the SG1 building, which is the subject of this tender, performance phases 3 according to HOAI have already been completed with the creation of the draft construction documents (EW-Bau). The documents for EW-Bau have been submitted for approval. At the time of the tender, the EW-Bau documents for the SG1 building are being reviewed by the responsible ministries of the state of North Rhine-Westphalia. The tender is subject to budgetary approval. In the further course, changes may occur due to review comments from the ministries and due to a subsequently adjusted room program, which will lead to a revision of performance phase 3 according to HOAI and the cost calculation. The subject of this tender therefore expressly includes repeat services of performance phase 3 of TGA planning. The other planning participants and project management have already been fully commissioned. Specifically, this tender comprises basic and special services of performance phases 3 to 9 according to HOAI for the "Technical Equipment" service description according to HOAI 2021 Section 2 § 53ff. The commissioning is planned in stages. For the new SG1 building, the aforementioned services are to be provided for all system groups of cost group 400 Technical Systems and for cost group 550 Technical Systems in external facilities and open spaces. Within KG 470, the planning of a training control center is to be continued and implemented. The specific required partial services of the basic and special services can be found in the attached overview of basic and special services. The processing time for the SG1 building is to begin immediately after commissioning. Further information on the planned schedule can be found in the attached master schedule. The overall infrastructure optimization measure ends with the completion and commissioning of the last building, SG4, in August 2034; the completion of building SG1 is planned for July 2030.
