Information request - Development of the hobby support model ("Boostii"). The City of Turku is looking for a technical solution that enables the development of a more flexible hobby support model ("Boostii").
The City of Turku requests information on solutions available on the market or under development that can be used to develop the city's Boostii benefit system.
Turku wants to encourage children and young people in Turku to engage in regular physical activity in high-quality club and association activities. At the same time, it aims to promote equality among hobbyists and curb the rising costs of hobbies. To support this goal, every 7-19-year-old resident of Turku has, since the beginning of 2025, received a predetermined annual monetary sum to cover the costs of sports hobbies organised by a Turku-based club. To function, this support requires an electronic system for managing and using the benefit, as well as for accounting for benefit usage to the target club.
In addition to the actual Boostii benefit, the system must serve as Turku's hobby hub, collecting information on the activities of clubs and associations in the region. It should enable the discovery of new, meaningful hobby opportunities close to home and integrate with the most common club management systems. In addition to sports hobbies, the system should also be suitable for finding and supporting other hobby operators in the region.
The system must support three user groups:
1) Beneficiary: A young person (most often a minor) who participates in or wishes to participate in a club approved for benefit usage in the Turku region. The use of the actual benefit balance by minors must be done by a strongly identified guardian.
2) Service Provider: The club must be able to easily join the Boostii benefit system and track benefit usage through payments made. Benefit usage must be automatically allocated to the club's financial management system (reference payment).
3) City of Turku users: Primary users must be able to track and manage information about clubs applying for benefit usage. Benefit usage must also be monitored and corrected if necessary.
The system's visual appearance must align with the Boostii brand developed by the City of Turku. Personal benefit balances must be flexibly adjustable based on various criteria (age, municipality of residence, postal code area, sport/hobby operator, etc.). Benefit usage must be automatically accounted for through the city's payment system to the bank accounts specified by the hobby operators, either individually (reference payment) or as consolidated payments.
In addition to invoice-based payment, it is desirable that the system also allows for benefit usage directly at the point of sale and as an internal payment option within the club management systems used by the clubs.
In addition to the Boostii benefit, the City of Turku has numerous subsidy models for both sports and other service packages (scholarships, employment vouchers, operational grants, etc.). Therefore, the developed solution is also expected to be adaptable to the application, processing, decision-making, and payment processes of other types of support models.
