Request for Information and Market Survey: Procurement of Project Management and Expert Support for the Consortium Project "Vitality and Functional Capacity through Lifestyle Guidance – Power from Ecosystem" South-Eastern Finland University of Applied Sciences (XAMK) is preparing a procurement, the preliminary subject of which is the procurement of project management and expert support for the "Vitality and Functional Capacity through Lifestyle Guidance – Power from Ecosystem" project. The City of Vantaa acts as the main applicant in the consortium project, with the Wellbeing Services County of Vantaa and Kerava (VAKE), the Wellbeing Services County of Western Uusimaa (LUVN), and South-Eastern Finland University of Applied Sciences (XAMK) as sub-contractors. The project will develop and pilot a public-private ecosystem in the sports sector, bringing private sports sector companies into customer-oriented, cross-organizational lifestyle guidance service chains. The project will build a completely new public-private ecosystem in the sports sector in the "Kerava to Hanko" region, with a population of approximately 800,000. The goal is to integrate private sports sector companies into effective lifestyle guidance and customer-oriented, cross-organizational service chains. The project is based on the observation that immobility causes billions in costs annually in Finland and disproportionately affects segments of the population with lower socioeconomic status and limited ability to afford private sports services. Unlike the social and healthcare sector, the private sector has not yet been widely involved in the production of public sports services. The project will be implemented through approximately one year of intensive work (8/2026–8/2027) in three work packages: (1) ecosystem building, involving mapping and bringing together public and private actors, (2) building the customer referral process and procurement and financing mechanisms, and (3) implementing practical pilots and scaling and disseminating best operating and financing models. The target groups of the project are particularly working-age individuals and those who have recently retired, including those at risk of lifestyle diseases and those with functional impairments. Due to the scope and multidisciplinary nature of the project (municipalities, wellbeing services counties, university of applied sciences, business sector), the consortium will procure professional project management and expert support services that understand both the substance of the sports sector and social and healthcare, their interfaces, as well as public-private cooperation structures and financing mechanisms. The procurement covers the project management and expert support needs for the entire consortium (Vantaa, VAKE, LUVN, XAMK), and its costs will be covered by the jointly agreed share of the consortium partners. The procurement thus covers the consortium's joint work as well as the regional development work of the sub-contractors. South-Eastern Finland University of Applied Sciences (XAMK) will act as the contracting entity and carry out the procurement on behalf of the consortium, even though the City of Vantaa is the main applicant of the project. The purpose of the request for information is to map market solutions, potential tenderers, the appropriate scope and implementation method of the procurement, pricing models, and potential barriers to offering. We request interested suppliers to respond to this inquiry by September 14, 2026, at 10:00 AM at the latest. This notice and the related inquiry are not a request for tender or a notice of the commencement of a procurement procedure. Responses do not bind the respondent or Xamk. Responding or not responding will not affect the supplier's ability to participate in a potential future tender competition. Xamk may use the information received in the planning of the procurement and the preparation of the request for tender documents.
