REQUEST FOR INFORMATION: Personal alarm solution and related services The City of Helsinki Service Centre Municipal Enterprise (hereinafter "Service Centre Helsinki" or "the client") is preparing for the procurement competition of a personal alarm solution for home care services for a new contract period, which is expected to begin in early 2028. The aim of this request for information and market survey is to map the personal alarm solutions, technologies, and development prospects available on the market suitable for home care services before the actual procurement competition. Service Centre Helsinki reserves the right to invite suppliers who have responded to this request for information to business dialogues to present their potential personal alarm solutions. The actual tender competition for the procurement of the personal alarm solution is expected to take place in 2027. Service Centre Helsinki provides the personal alarm service for its home care services as its own service. The personal alarm solution to be procured will be acquired as part of this service package, whereby the devices, background system, and related services offered by the supplier will support Service Centre Helsinki's own installation, maintenance, alarm, and customer service processes. The solution will be acquired through a leasing model, where the devices are owned by the supplier and used by the client for a monthly rent. Service Centre Helsinki's personal alarm service supports living at home and assisted living. The users are mainly elderly people and other clients with reduced functional capacity. The service currently has approximately 5,000 customers, and several thousand alarms are received monthly. The personal alarm solution subject to the request for information must be suitable for the social and healthcare operating environment and for the 24/7 critical operation of Service Centre Helsinki's personal alarm service. The solution includes, but is not limited to, the following: - Personal alarms and associated additional devices to be installed in the client's home or living unit - A background system enabling remote management and monitoring of personal alarms - Delivery, maintenance, support, service, and replacement services for the devices - Reporting and integration capabilities - Continuous development of the solution during the contract period Service Centre Helsinki requests suppliers responding to this request for information to describe in their response, in particular: - Their personal alarm solution available on the market, including additional services - Where the personal alarm solution is currently in use (key comparable references) - Description of costs and preliminary pricing model (rental model) - Open interfaces and integration capabilities of the solution (existing and development possibilities specified) - Possibilities of artificial intelligence, analytics, and predictive monitoring (e.g., data-driven management) - Connectivity of third-party sensors and wellness devices - Solutions supporting service usability for elderly users - A summary of the solution's information security and data protection model - Views on the development of the sector and key innovations for the years 2028-2035 This market survey is not a procurement notice or a request for proposals, but its purpose is to support the preparation of the future procurement and to ensure that the procurement meets the current and future possibilities of the market. Responding to the request for information is not a prerequisite for participating in any potential future tender competition, nor does it affect the position of the tenderers in it.
