The Government of Fiji through the Ministry of Finance, Strategic Planning, National Development and Statistics has received financing from the World Bank (“WB”) for the Fiji Tourism Development Program in Vanua Levu or ‘Na Vualiku’ and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) will support the Ministry of Tourism and Civil Aviation (“MTCA”) as the lead Implementing Agency, in technical partnership with the iTaukei Land Trust Board (“TLTB”) as the beneficiary institution, to undertake comprehensive institutional capability development and operational strengthening.

The primary purpose of the assignment is to strengthen the institutional capacity, operational readiness, and technical effectiveness of TLTB in those areas most relevant to tourism-related iTaukei land development in the Northern Division so that TLTB is equipped to manage the increased volume and complexity of work the project will generate, and to do so in a way that is efficient, transparent, and genuinely beneficial to iTaukei landowners.

The Services are expected to commence in February 2027 for an assignment duration of Sixteen (16) Months. The lump-sum contract will be signed with payment against acceptance of clearly defined milestones/ deliverables.

The MTCA now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The attention of interested Consultants is drawn to paragraph 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated September 2025 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest.

The shortlisting criteria are:   

1. Technical experience in institutional/organizational development, functional reviews, capability development and operational strengthening - The firm shall demonstrate at least eight years of relevant corporate experience in carrying out institutional/organizational assessments or functional reviews, capacity development, institutional strengthening or closely related advisory work. The firm shall also demonstrate successful completion of at least three assignments of comparable complexity during the last ten years, incorporating a combination of capacity development, institutional diagnostic work, and preparation of practical operational tools.

2. Experience in land administration and customary land governance - Demonstrated experience in land administration support, land agencies, lease systems, land records, cadastral or spatial data functions, customary or communal land institutions, or similar land governance environments.

3. GIS, land information systems, and systems planning experience - Relevant advisory experience in reviewing spatial data environments, preparing systems roadmaps, and developing technical requirements for future systems enhancement.

4. Stakeholder engagement and context-sensitive delivery - Evidence of effective work in settings requiring structured consultation with Government, statutory bodies, community stakeholders, customary institutions, women, vulnerable groups, and other actors, preferably in Fiji, the Pacific, or similar small-island contexts.

5. Local Delivery - Firms must demonstrate a credible approach to local delivery, whether through a permanent presence in Fiji, locally-based experts, or formal arrangements with local partners that ensure sustained field engagement in Suva and Vanua Levu throughout the assignment.

6. Project management, quality assurance, and multidisciplinary delivery capability - Firms shall demonstrate internal quality assurance arrangements adequate to support multidisciplinary delivery, timely reporting, and consistent technical standards across all outputs.

Key Experts will not be evaluated at the shortlisting stage.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality Cost Based Selection (“QCBS”) method set out in the Regulations and based on the criteria set out in the TOR.
