Tønder Municipality - Tender for energy labeling

Tender for the performance of energy labeling and supplementary data acquisition for Tønder Municipality (hereinafter referred to as the Contracting Authority). The present tender conditions apply to the Contracting Authority's tender. The tender is carried out as a restricted tender in accordance with Section II of the Public Procurement Act, consisting of an application phase and a tender phase. The task will be performed in 2026-2027. Reference is made to the documents "Agreement Appendix 3 – Tender and Building List" and "Agreement Appendix 2 – Specification of Requirements" for a more detailed description of the services and minimum requirements for these. The Contracting Authority has set the requirements for the Applicant's suitability specified under point 2.1.5.1. The Contracting Authority's assessment will be based on the information provided by the Applicant in the ESPD, but the Contracting Authority is at any time entitled to request the Applicant to submit documentation in accordance with Section 152 of the Public Procurement Act. The Applicant confirms that the company meets all minimum requirements for suitability by answering "yes" in PART IV "Selection Criteria" in the ESPD. Technical and professional capacity. References with a description of the most significant and comparable tasks that the Applicant has performed in whole or in part in the last 5 years, stating: • Type of task • Scope of the task, including the number of m² • Contract value • Contract period • Contract party A maximum of 5 references may be submitted. Any additional references submitted will not be assessed in connection with the evaluation of the application. The Applicant must have relevant experience from similar tasks and on a similar building portfolio. Similar tasks are considered to be primarily larger public tasks involving the performance of energy labeling of, for example, institutions, schools, etc. of various uses and sizes. It is not a requirement that the Applicant has experience within all building types included in the tender. Projects must be ongoing or a maximum of 5 years old. References for tasks completed more than 5 years ago will not be valued. The Contracting Authority has assessed that it is necessary to ensure sufficient competition that references may be up to 5 years old, cf. Section 155, no. 2 of the Public Procurement Act. Each reference must include: • A detailed description of the work performed. • The total size of the task calculated by area. • The use of the buildings covered. • Number of buildings. • Execution period. If parts have not yet been fully delivered, this must be stated. • Contact information for the contact person at the client whom the Contracting Authority may contact to verify the information. References may be attached as supplementary documents to the ESPD. Each reference may occupy a maximum of two A4 pages. If a reference exceeds two A4 pages, only the first 2 pages will be considered in the assessment of that reference. There are no minimum requirements for technical and professional capacity. If more than 5 Applicants meet the Contracting Authority's requirements for suitability, the Contracting Authority, together with the Contracting Authority's advisor, will select the 5 best-suited Applicants. In this assessment, emphasis will be placed on experience with similar tasks. Applicant's experience with similar tasks will be assessed based on the Applicant's references. Similar tasks mean energy labeling of public buildings of varying size and use, as well as tasks of similar scope and building use corresponding to the tendered. The selection will be based on the submitted references, with emphasis on the comparability of the references with the tendered task, assessed on relevance and scope. Reference projects with high comparability to the tendered task will be weighted higher than other references. When assessing which Applicants demonstrate the most relevant and extensive experience, the Contracting Authority will emphasize the number of references relating to deliveries of the same type as described under point 1.12, including in particular in relation to contract party, service and scope.
