1 Tokyo Issue No. 000028 June 4, Reiwa 8 (2026) Regarding the outsourcing of Tokyo Metropolitan Area Promotion (TOKYO BASE 096 Networking Event), the necessary matters for selection by public proposal method are established, and the following is announced.

Business Overview (1) Outsourcing Name: Tokyo Metropolitan Area Promotion (TOKYO BASE 096 Networking Event) Business (2) Purpose and Overview: The "TOKYO BASE 096 Networking Event" will be held in Tokyo as an annual symbolic networking event for "TOKYO BASE 096," an organization that supports Kumamoto City from the Tokyo metropolitan area, launched in February Reiwa 2 (2020).
The purpose of this networking event is to promote interaction and network building among participants, acquire new members, and further revitalize the organization.
*TOKYO BASE 096 is an organization with the Kumamoto City Tokyo Office as its secretariat, formed by people from Kumamoto City living in the Tokyo metropolitan area, those with ties to Kumamoto, and those who love Kumamoto City, with the desire to support Kumamoto City from the Tokyo metropolitan area.
As of the end of May Reiwa 8 (2026), there are 671 members.

Eligibility: All of the following conditions must be met.
(1) Not falling under any of the provisions of Article 167-4, Paragraph 1 of the Local Autonomy Act (Order No. 16 of 1947).
(2) If an application for commencement of rehabilitation proceedings under Article 17 of the Corporate Reorganization Act (Act No. 154 of 2002) or an application for commencement of civil rehabilitation proceedings under Article 21 of the Civil Rehabilitation Act (Act No. 225 of 1999) has been filed, the approval of the rehabilitation plan or reorganization plan must have been granted, respectively.
(3) Not falling under Article 3, Item 1 of the Kumamoto City Measures for Exclusion of Violent Groups, etc. from Contracts with Kumamoto City (Announcement No. 105 of Reiwa 18).
(4) Not currently under bid suspension based on the Kumamoto City Measures for Bid Suspension, etc. Regarding Purchase Contracts and Service Contracts (Announcement No. 199 of Reiwa 21, hereinafter referred to as "Bid Suspension Guidelines").
(5) No arrears in consumption tax, local consumption tax, or city taxes.
(6) Engaged in the business related to the contract for this proposal as a business.
3 (7) Not a person who has committed a breach of contract or dishonest act in contracts with the City in the past three years and is deemed unsuitable as a contract party by the Mayor.
(8) Compliance with the Kumamoto City Public Contract Ordinance (Ordinance No. 54 of Reiwa 7), including submission of a pledge of compliance.
(9) If applying as a business cooperative (a business cooperative as defined in Article 3 of the Small and Medium-sized Enterprise Cooperatives Act (Act No. 181 of 1949), hereinafter the same) for this proposal, its members cannot apply individually. If participating as a business cooperative, the member companies responsible for the work must also meet the requirements of (4). 5. Application Procedures, etc. (1) Period and Method for Delivery of Expression of Intent, Specifications, etc.: From Thursday, June 4, Reiwa 8 (2026) to Thursday, June 18, Reiwa 8 (2026). Available on the Kumamoto City website, and can also be distributed at the department in charge (excluding City holidays as defined in Article 1 of the Ordinance on Special Provisions for Kumamoto City Holidays and Deadlines (Ordinance No. 32 of Reiwa元年)).
Delivery by mail or electronic transmission (fax, email, etc.) is not provided. Distribution at the department in charge is from 9:00 AM to 5:00 PM.

(2) Application Procedures, etc.: Those wishing to participate in this proposal must submit an Expression of Intent and other necessary documents (hereinafter referred to as "Expression of Intent, etc.") and have their eligibility confirmed by the Mayor.
If applying as a business cooperative under 4(8), all member companies must prepare documents and the representative organization must submit them collectively.

⑧ List of Officers, etc. and Consent to Inquiry (Form No. 3) Fill in according to the instructions for relevant individuals (officers, etc.). *However, companies with licenses for general or special construction business under the Construction Industry Act (Act No. 100 of 1949), permits for industrial waste and special industrial waste disposal business under the Waste Management and Public Cleansing Act (Act No. 137 of 1970), or certification for security business under the Security Services Act (Act No. 117 of 1972) may omit these documents by submitting copies of their permits/certifications. Furthermore, those who currently have eligibility to participate in service contract competitive tenders for Reiwa 7/8 (2025/2026) may omit documents ③ through ⑧. In such cases, enter the relevant registration number in the "[Reference] Bidding Eligibility" field of (Form No. 1).
B. Submission Deadline: Thursday, June 18, Reiwa 8 (2026), by 5:00 PM. C. Number of Copies: 1 copy each.
D. Submission Location: Department in charge (see 2). E. Submission Method: ① In person: 8:30 AM to 5:00 PM (excluding holidays). ② By mail: Registered mail (express or standard) and must arrive by the submission deadline. Furthermore, contract security will be waived in the following cases:
9A. When a performance guarantee insurance contract with the City as the insured is concluded with an insurance company, and the guarantee certificate is submitted by the contract conclusion date.
B. When a construction performance guarantee contract is concluded with the City and an insurance company commissioned by the prospective contractor, and the guarantee certificate is submitted by the contract conclusion date.
C. When the contractor has faithfully performed contracts of similar type and scale with the national government or local public entities twice or more in the past two years, and submits proof thereof from the contracting party (or a copy of the contract and a document certifying the proper completion of the contract by the contracting party).
(3) Draft Contract: Available on the Kumamoto City website, and can be inspected at the department in charge (see 2).
(4) Matters Regarding Expression of Intent, etc.: A. Failure to submit the Expression of Intent, etc. and proposal documents by the deadline will result in disqualification.
B. The costs associated with preparing and submitting the Expression of Intent, etc. and proposal documents (and for the hearing) shall be borne by the applicant.
C. Submitted Expression of Intent, etc. and proposal documents will not be returned. They may be disclosed in accordance with the Kumamoto City Information Disclosure Ordinance (Ordinance No. 33 of Reiwa 10).
D. Submitted Expression of Intent, etc. and proposal documents will not be used for any purpose other than confirming eligibility and evaluating proposal content without the applicant's consent.
E. Addition, replacement, or resubmission of Expression of Intent, etc. and proposal documents after the deadline is not permitted.
F. If false information is found in the Expression of Intent, etc., the Expression of Intent, etc. will be invalidated, and measures such as cancellation of eligibility, cancellation of prospective contractor selection, suspension of contract conclusion, or termination of contract may be taken, along with bid suspension based on the Bid Suspension Guidelines and other measures.
G. If clearly malicious acts such as false information are found in the proposal documents, the proposal documents will be invalidated, and measures such as cancellation of prospective contractor selection, suspension of contract conclusion, or termination of contract may be taken, along with bid suspension based on the Bid Suspension Guidelines and other measures.
(5) If a person deemed eligible is found to be ineligible between the day after eligibility confirmation and the selection of the prospective contractor, the notification of eligibility confirmation will be revoked with reasons.
The recipient of this revocation notice may request an explanation in writing regarding the reason for being deemed ineligible from the Mayor within 5 days (excluding holidays) from the day after receiving the notice.
(6) If the prospective contractor no longer meets the eligibility requirements stipulated in 3 between the prospective contractor selection and the contract conclusion, the contract may not be concluded.
(7) Application documents must be filled out in black pen or ballpoint pen (erasable ballpoint pens are not allowed).

3 Performance Period: From the date of contract conclusion until March 31, Reiwa 9 (2027) (Wednesday) 4 Performance Location: Within Tokyo Metropolis and Kumamoto Prefecture 5 Business Details: Implement the TOKYO BASE 096 Networking Event initiatives described below.
In addition, to ensure the safety of participants, stakeholders, and third parties, implement necessary and appropriate safety management measures, such as joining event liability insurance.
TOKYO BASE 096 Networking Event Date and Time: - Aim for weekdays from 6:30 PM to 8:30 PM in late January Reiwa 9 (2027) (one day between 1/26-28).
- The date and time of the event will be determined in consultation with the City and the TB096 executive committee (see Attachment 4) after the prospective contractor is selected.
Furthermore, if holding the event on the candidate dates becomes difficult due to circumstances such as the availability of City attendees, it will be discussed separately within the performance period.
Public Relations: - Recruitment for this networking event will primarily target existing members of TOKYO BASE 096, and from the perspective of acquiring new members, individuals residing in the Tokyo metropolitan area who are from Kumamoto Prefecture, have ties to Kumamoto, or have an interest/affection for Kumamoto (e.g., those who wish to visit Kumamoto, those who have visited multiple times, those who like Kumamoto cuisine or sake, etc. Age groups, from students to working adults and retirees, are not restricted.) will also be recruited, aiming for approximately 130 participants (including about 10 student members as operational staff).
Particular attention should be paid to making the event accessible and appealing to younger generations.
- Regarding the application method, appropriate measures should be taken, such as setting an early registration period, to prioritize participation by existing members of TOKYO BASE 096.
- For participant recruitment targeting existing members, the City will use the following SNS accounts, so the proposer should propose other public relations methods and application methods besides these.
