Total consulting for renovation project regarding renovation of building envelope

The tender concerns the procurement of total consulting services for AAB department 108 in connection with the implementation of the Renovation Project. AAB department 108 is located at the following addresses: Baltorpvej 5 – 37, plot no. 11bs et al., Ballerup Town, Pederstrup. Based on certain construction challenges (including thermal bridges from windows and balcony doors) with moisture and mold, a comprehensive assessment of the department was carried out in 2023, at the department's request, to identify the department's total future-proofing and construction needs. AI Arkitekter & Ingeniører A/S has prepared a maintenance plan, which provides an overview of the property's current maintenance status and an overview of future maintenance costs over a 10-year period. Based on the maintenance plan, AAB has selected the most urgent works. The renovation works, which form the basis for the tendered total consulting, are divided into the following 3 sub-tasks: Sub-task 1 (building part 01) – Roof replacement: The roof must be replaced. Insulation must be reviewed and compressed insulation must be replaced, as well as new walkways. Sub-task 2 (building part 03 and 04) – Facade, plinth and cavity wall insulation: Mortar joints in the masonry must be milled and replaced, as well as plaster repairs of plinths facing the courtyard and the street. Furthermore, a destructive investigation of the condition of the cavity wall insulation must be carried out. Sub-task 3 (building part 07) - Window replacement: The existing windows must be replaced with new windows with a modern energy frame. It is AAB's assessment that the tendered total consulting does not involve engineering competencies. Department 108, built in 1964, consists of two buildings with 135 residences located at Baltorpvej 5-37 at plot Ballerup By, Pederstrup 11bs et al. The department consists of three one-room, 17 two-room, 63 three-room, and 40 four-room residences and 10 commercial rentals. In addition to project planning and assistance during the tender, the total consulting services include, among other things, the execution of construction management, financial management, technical supervision, safety management, risk management, and communication management. It also includes the closing of the case with a handover inspection, follow-up on defects, final construction accounts, control and handover of as-built data, and the 1-year inspection. The idea phase, program phase, proposal phase, and design phase are expected to be completed between May 2026 and May 2027, when the main project is expected to be handed over. The tender for the main contract for the execution of the Renovation Project is expected to be published in September 2027. The execution phase is expected to take place between March 2028 and March 2029. However, this is not a binding timetable. The total consultant's services must be delivered in accordance with FRI's and DANSKE ARK's Performance Description for Construction & Landscape 2018, as applicable to the extent they are relevant to the task, just as ABR 18 is applicable with the modifications specified in the Total Consultant Contract, appendix 1. Total consultants must be aware that the renovation will be carried out in occupied buildings. The total consultant must therefore take into account that the work must be carried out with the least possible inconvenience to the residents, and that notification, ongoing information, cleanup, etc., must be provided.
