Description

The Town of Sexsmith, as managing partner, invites qualified consulting firms to submit proposals for the completion of a Regional Stormwater Implementation Plan in collaboration with the County of Grande Prairie. The successful proponent will provide professional consulting, engineering, environmental, regulatory, and capital planning services to support enhanced regional stormwater management, flood mitigation, infrastructure optimization, and long-term municipal planning. All proposals received will be subject to all terms and conditions in the Request for Proposal (“RFP”). The Proponent shall make all inquiries and investigations necessary for the preparation and submission of their Proposal and shall be deemed to have made same prior to submitting the Proposal response. The Town’s objectives for the Regional Stormwater Implementation Plan are to: a. Develop a regional stormwater implementation plan that supports reliable, responsive, and sustainable stormwater service delivery. b. Identify stormwater infrastructure deficiencies, flooding risks, drainage constraints, and system capacity issues. c. Complete technical, environmental, and regulatory analysis to inform practical improvement options. d. Develop preliminary and detailed design options for drainage, catch basins, culverts, easements, alignment alternatives, and related infrastructure improvements. e. Provide cost models, cost-benefit analysis, and prioritized recommendations to support decision-making. f. Update municipal 10-year capital plans to reflect recommended regional stormwater improvements. Scope of Work and Deliverables a. Project kickoff meeting and confirmed project workplan. b. Conduct and provide a summary of a historical stormwater data review, situational analysis, and site surveys for the project area. c. Review and provide a summary of available municipal stormwater infrastructure data, drainage information, asset records, land use information, development plans, and other relevant background materials. d. Complete and provide a summary of environmental reviews, including wetland and watercourse evaluations, as required to support the project. e. Complete and provide a summary of regulatory review and analysis, including identification of applicable permitting, approval, and compliance considerations. f. Complete engineering analysis and develop preliminary and detailed design options for stormwater infrastructure, including drainage, catch basin and culvert sizing, easement requirements, alignment options, and system optimization opportunities. Provide a package with the analysis and design options. g. Develop cost estimates, cost models, cost-benefit analysis, and implementation priorities for recommended improvements. h. Prepare a draft Regional Stormwater Implementation Plan report for the Town’s review that provides practical, phased, and implementable recommendations. i. Finalize the Regional Stormwater Implementation Plan report in compliance with the Town’s comments. j. Update the Town of Sexsmith and County of Grande Prairie 10-year capital plans based on the recommended stormwater implementation priorities. The scope of the County of Grande Prairie 10-year capital plan to be prepared will only include areas affected by upstream or downstream impacts from the Town of Sexsmith. k. Support municipal engagement, project meetings, review checkpoints, and presentations to administration and councils as required. l. Provide presentation materials and attend meeting at the request of the Town. Additional Requirements: Proposals will be opened following the Closing Time and Date. Proposals received after the Closing Time and Date will not be evaluated. Delivery service disruptions will not be an acceptable condition for late Proposal submissions. Each Proponent may submit only one Proposal. Collusion between Proponents will be sufficient cause for the Proposal(s) to be rejected outright by the Town without further consideration. Proposals submitted in the name of an incorporated company shall be signed in the name of the company by a duly authorized representative of the company. All documents submitted by a Proponent shall become the property of the Town upon being presented, submitted, or forwarded to the Town. The Town will retain, for its records, all copies of Proponents’ Proposals and related documents. The Proponent shall maintain and provide evidence of insurance coverage, Workers’ Compensation Board coverage, and any other coverage reasonably required by the Town.
