ASSIGNMENT DESCRIPTION
The objectiveof this assignment is to support the Government of Panama and the World Bank intransforming the public transport system of the Panama Metropolitan Area into amore efficient, integrated, financially sustainable, and bankable system,capable of attracting long-term private capital for fleet renewal,infrastructure modernization, and bus electrification. The Firm will deliver anintegrated body of analytical, financial, and implementation-planning workstructured around three complementary blocks:
i. Systemwidediagnostic and reform foundations.
Assess the operational, financial,institutional, and governance challenges affecting the sustainability andbankability of Panama’s public transport system, and identify the enablingconditions required to transition toward PPP-based solutions.
ii. Bankability,business models, and private capital mobilization.
Assess funding andfinancing needs, develop and stress-test PPP-based business model alternatives,structure financing options for fleet renewal and e-bus deployment (includingcharging infrastructure and depots), and define the payment mechanisms, revenuepredictability, and subsidy design required to attract private capital.
iii. Phasedimplementation plan with environmental and cost-benefit assessment andWBG/IFC/MIGA engagement.
Translate the diagnostic and financial work into arealistic, prioritized, and phased implementation plan; conduct a high-levelenvironmental and cost-benefit assessment; and define financing structures andentry points for WBG, IFC, and MIGA engagement.
Theassignment will produce actionable, implementation-oriented recommendationstailored to Panama’s regulatory, institutional, and fiscal context, and willprovide the technical inputs required for the subsequent structuring andimplementation of the reform program.

The World Bank Group invites eligible firms to indicate their interest in providing the services.
Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc. for firms; CV and cover letter for individuals).
Please note that the total size of all attachments should be less than 5MB. Firms may associate to enhance their qualifications unless otherwise stated in the solicitation documents. If shortlisted, the firm identified in the EOI as the lead firm will be invited to the request for proposal (RFP) phase.
