1. General information: Title: Transparency notice - Project "Feasibility study regional guest card (destination card) Middle Rhine tourist region"; Tender number: RRT2/2026; Announcement due to existing internal market relevance: yes 2. Contracting authority: Name of contracting authority: Romantischer Rhein Tourismus GmbH; Street, house number: Bahnhofstraße 28; Postal code: 56112; City: Lahnstein; Country: Germany; E-mail: kristina.neitzert@romantischer-rhein.de; Internet address: https://www.romantischer-rhein.de/ 3. Award procedure: Anticipated award type/legal framework: Negotiated procedure without prior participation competition - UVgO 4. Subject of the contract: Information on the subject of the contract: In the context of BUGA 2029, Romantischer Rhein Tourismus GmbH sees potential for the development of a regional guest card or destination card for overnight guests, and in the future, a supplementary variant for residents of the region (possible product title: "MittelrheinPass"). The card should combine several functions: • attractive added value and experience offer for guests, • identity-creating instrument for the region's residents and promotion of regional excursion traffic and associated value creation, • integration of tourist and, in the future, cross-sectoral partners within the regional brand strategy, • strengthening of regional cooperation and joint marketing activities, • and in the future, a supplementary component for financing regional tourism and marketing measures within the ongoing transformation process of the DMO (organization, structure, and financing). From today's perspective, a model in the form of a paid "purchase card" appears particularly interesting, which simultaneously creates concrete added value for users and can generate additional revenue for regional tourism development. It is important that a regional destination card does not explicitly compete with existing or planned local guest card and visitor contribution models. Rather, it should be developed to be compatible with existing systems and complement them meaningfully. Integrated or combined solutions, for example, where guests can use both local and regional services, are conceivable. Close cooperation with the local level should take place within the scope of the process. The current situation regarding visitor contributions and guest cards is currently very heterogeneous within the region. While individual municipalities and larger partners are already driving concrete implementation processes, other areas have long-established systems, failed projects, or no corresponding approaches to date. The prerequisites, experiences, and implementation dynamics in the region vary accordingly. Against this background, Romantischer Rhein Tourismus GmbH sees in a regional destination card in particular the opportunity to: • create clearly visible regional added value early on, • strategically strengthen the role of the regional DMO, • achieve concrete progress independently of individual local processes with a view to BUGA 2029, • and possibly create the basis for later integration with a possible region-wide visitor contribution model. The project is explicitly understood as a supplementary and connecting approach within regional tourism development. 5. Place of performance: Postal code: 56112; City: Lahnstein; Country: Germany 6. Type and scope of the service: CPV code: 79314000-8/ 79411100-9/ 79413000-2/ 63513000-5; Type and estimated scope of the service: A lean feasibility study is planned for the further concretization of the project. This should consider the following aspects: • possible operating, organizational, and financing models, • organizational and technical interfaces with existing local systems, • overview of partner and stakeholder structures, • potentials for value creation, branding, and visitor management in the context of BUGA 2029 and beyond, • examination of the integration of BUGA admission (special solution for the BUGA year 2029?) • Synergies and connection points to the project "Become a BUGA Experience Partner" (especially checking how these partners can be integrated into a regional guest card, do they receive an advantage or are they highlighted?) • Inventory of existing or planned visitor contribution models in the region, • and an assessment of the potential of a paid regional destination card in comparison or interaction with a possible future regional visitor contribution. This is an open-ended process within the scope of a feasibility study. The concrete implementation should ideally - depending on the results of the analysis - follow in further steps not yet considered here. In order to advance the project with adequate lead time before BUGA, the start of work for such a feasibility study, in conjunction with the content described in the following paragraph, is planned for the second half of 2026, with completion by the end of Q3 2027 at the latest. The calculation for the feasibility study should consider the following aspects: - Exploratory workshop before the start of an analysis phase with the following content: Clarification of framework conditions, definition of goals, etc. at the project kickoff - followed by analysis phase with the following content: Examination of a possible conceptual design of the guest card, recommendation and development of a possible calculation and settlement model, conception of possible organizational and technical processes, initial discussions with selected service providers (objective: +/- 10 personal discussions) - Results presentation. 7. Performance period: Anticipated period of performance: Planned...
