Transport and Management of Municipal Waste from the Transfer Station in Powodowo operated by the "Obra" Inter-Municipal Union in 2026

This tender concerns the collection, transport, and management of municipal waste from the transfer station located in Powodowo, Poland, operated by the "Obra" Inter-Municipal Union. The scope of work includes the loading of waste at the Powodowo transfer station (plot 313), its subsequent transport to designated facilities, and final management. The primary waste streams are unsorted mixed municipal waste (code 20 03 01), with an estimated quantity of approximately 8,000 Mg, and biodegradable waste (code 20 02 01), with an estimated quantity of approximately 1,500 Mg. A key operational requirement is that the average daily removal of waste from the transfer station must be between 35-60 Mg. This average is calculated based on the entire year's collection, excluding weekends and holidays. While incidental larger or smaller pickups are permissible, the average daily rate must be maintained. The contractor must ensure that all waste management activities comply with Polish legislation, specifically the Act of September 13, 1996, on Maintaining Cleanliness and Order in Municipalities, and the Act of December 14, 2012, on Waste. The management of unsorted mixed municipal waste (code 20 03 01) must be carried out by a municipal facility as defined in Article 38b, paragraph 1, point 1 of the Waste Act. Furthermore, the contractor must provide waste transfer cards, as defined by Article 71a of the Waste Act, to confirm the proper management of all waste streams. The overall objective is to achieve appropriate recycling and recovery levels while minimizing the amount of green waste sent to landfill.
