1. The Government of the Central African Republic has received financing from the World Bank to finance the Central African Republic Emergency Food Crisis Response Project (PRUCAC) and PRUCAC intends to apply part of this grant to make payments under the Contract for: “Development of irrigated areas, for small-scale drip irrigation in the provinces divided into four (4) Lots (Lot 1: Ouaka, Lot 2: Basse Kotto; Lot 3: Mambéré; Lot 4: Mambéré Kadéi).

1. The Ministry of Agriculture and Rural Development (MADR) through the Coordination of the National Technical Unit of PRUCAC, invites sealed bids from eligible bidders who meet the required qualifications to carry out the development of irrigated areas, for small-scale drip irrigation in the provinces in four (04) indivisible lots as follows:

Lot 1: Ouaka;

Lot 2: Basse Kotto;

Lot 3: Mambéré;

Lot 4: Mambéré Kadéï.

1. The procedure will be carried out through national competitive bidding using the “Procurement Regulations for Investment Project Financing” of the World Bank (“Procurement Regulations”), and is open to all eligible bidders as defined in the Procurement Regulations.

1. Interested and eligible bidders may obtain information from the PRUCAC Coordination and inspect the Bidding Document (BD) at the address below:

1. The Bidding Document (BD) in French may be purchased by any interested Bidder by submitting a written request to the address below against a non-refundable payment of One Hundred Thousand (100,000) CFA Francs. The payment method will be in cash. The Bidding Document (BD) can be collected at the Secretariat of the PRUCAC Coordination Unit.

1. Bids must be delivered to the address above no later than Tuesday, May 19, 2026 at 10:00 AM, local time. Electronic bid submission will not be permitted. Any bid received after the deadline for bid submission will be rejected. Bids will be opened in the presence of bidders’ representatives and persons present at the address mentioned above on Thursday, June 18, 2026 at 10:30 AM, local time.
