1. The National Agency for the Development of Oasis and Argan Zones, through the Moroccan Government, has obtained a grant from the World Bank to finance the cost of the Morocco Sustainable Oasis Ecosystems Management Project and intends to use part of the funds to make payments for the market contract: Construction works for a dates and oasis products marketing market in the center of Aoufous, Aoufous municipality, Er-Rachidia province.
2. The National Agency for the Development of Oasis and Argan Zones hereby invites Bidders from eligible countries to submit sealed Bids for the construction works of a dates and oasis products marketing market in the center of Aoufous, Aoufous municipality, Er-Rachidia province.
3. Procurement will be conducted through national competitive bidding using a Bidding Document (BD) as defined in the "World Bank Procurement Regulations for IPF Borrowers. February 2025 Sixth Edition "Procurement Regulations", and is open to all eligible Bidders.
4. Interested Bidders may obtain further information by sending their requests to the Oasis Zone Development Directorate of ANDZOA located at Km 7, Erfoud_Rissani Road, Aarab Sebbah Municipality, during business hours from Monday to Friday between 9:30 AM and 4:30 PM.
5. The Bidding Document in French can be collected from the Administrative and Financial Directorate of ANDZOA. It can also be downloaded from the public procurement portal www.marchépublics.gov.ma.
6. Bids must be submitted to ANDZOA no later than 09/30/2026 at 10:00 AM, as follows:

9. A site visit is planned, on an optional basis, on 09/07/2026. The meeting is scheduled for 10:00 AM at the headquarters of the territorial department of Erfoud, located in the cadre housing of ORMVA Tafilalet, Errachidia.
10. The services subject to this invitation to bid benefit from VAT exemption, in accordance with current tax regulations and the provisions applicable to projects financed by the World Bank's PROGREEN trust fund.
To this end, the Client will carry out, with the competent services of the General Directorate of Taxes, the necessary procedures to obtain the VAT exemption certificate for the benefit of the contractor.
