Construction and rehabilitation works of school establishments in the regions of Dakar, Thiès and Kaolack

This Invitation to Tender follows the General Notice of Procurement published in the dailies "Sud quotidien" n°9760 of December 09, 2025. 2. The government of Senegal has obtained a loan from the French Development Agency to finance the school infrastructure construction program and intends to use part of these funds to make payments under the contract for the construction and rehabilitation of school establishments in the regions of Dakar, Thiès and Kaolack. 3. The Municipal Development Agency (ADM) solicits sealed bids from eligible and qualified candidates to carry out the following works: Lot 1: Rehabilitation of Lycée Seydou Nourou Tall Rehabilitation of CEM DR Samba Gueye Lot 2: Construction and Rehabilitation of CEM ELHADJI IBRAHIMA THIAW Construction of CEM CHERIF 3[NDR1.1][NDR1.2] Rehabilitation of CEM C M HABIB TIJANI Lot 3: Construction of LYCEE MEDINA FALL Rehabilitation of CEM DJIBRIL DIAW Lot 4: Rehabilitation of CEM MOMAR SENE WALY Construction of CEM JAXAAY Lot 5: Rehabilitation of CEM DJIDDAH THIAROYE KAO Construction of LYCEE TIVAOUNE PEULH Lot 6: Rehabilitation and Construction of CEM VALDIODIO NDAYE 1 Rehabilitation of CEM VALDIODIO NDAYE 2 The execution period for each lot is 10 months. 4. The procurement will be conducted through open tendering as defined in the Public Procurement Code, open to all eligible candidates. 5. The qualification requirements are: a) Financial Resources Credit Line The bidder must provide a credit line certificate issued by a bank approved by the Ministry of Economy, Finance and Planning, for an amount (VAT inclusive) of: Lot 1: 299,000,000 FCFA Lot 2: 385,500,000 FCFA Lot 3: 356,000,000 FCFA Lot 4: 280,000,000 FCFA Lot 5: 332,000,000 FCFA Lot 6: 271,000,000 FCFA Turnover The bidder must have, over the last three years (2023, 2024, and 2025), an average annual turnover from construction activities (VAT inclusive) of: Lot 1: 1,494,000,000 FCFA [NDR2.1][NDR2.2] Lot 2: 1,977,000,000 FCFA Lot 3: 1,777,000,000 FCFA Lot 4: 1,400,000,000 FCFA Lot 5: 1,658,000,000 FCFA Lot 6: 1,353,000,000 FCFA which corresponds to the total of mandated payments received for ongoing contracts. Specific Experience For each lot, the bidder must have effectively executed at least two (02) contracts as the main contractor over the last three (03) years (2023, 2024, and 2025), accompanied by a visa certificate established by a member of the National Order of Chartered Accountants of Senegal (ONECCA) or an equivalent body for non-Senegalese companies, with a minimum value (VAT inclusive) of: Lot 1: 796,650,000 FCFA [NDR3.1][NDR3.2] Lot 2: 1,050,000,000 FCFA Lot 3: 950,000,000 FCFA Lot 4: 750,000,000 FCFA Lot 5: 885,000,000 FCFA Lot 6: 722,000,000 FCFA which have been satisfactorily executed and substantially completed, and which are similar in size and complexity to the proposed projects. Similar experience must be proven by certificates of services rendered, and only certificates of services rendered issued by private law entities governed by the labor code and in compliance with the following administrations: the retirement provision institution of Senegal (IPRES), the Social Security Fund, the Labor Inspectorate and the Tax Clearance Certificate, and the contracting authorities (administration, agencies, national companies) will be taken into account.
