Works for upgrading, construction of an activated sludge wastewater treatment plant and its operation in the city of Meknès

On Thursday, September 17, 2026, at 08:30 AM, the bids for open tender, on price offers n° 293/CL/2026, for the works of upgrading, construction of an activated sludge wastewater treatment plant and its operation in the city of Meknès will be opened at the offices of the Regional Multiservices Company Fès Meknès, located at 10, Rue Mohamed El Kaghat BP 2097 FÈS. This project is financed within the framework of the Multiservices Companies Program co-financed by the French Development Agency and the European Union. The services must comply with the European Union's communication and visibility rules: https://international-partnerships.ec.europa.eu/knowledge-hub/communicating-and-raising-eu-visibility-guidance-external-actions_fr The tender file must be downloaded from the public procurement portal accessible at: www.marchespublics.gov.ma. The estimated cost of the project services, established by the Contracting Authority, is set at the sum of 211,180,320.00 DH including all taxes (Two hundred and eleven million, one hundred and eighty thousand, three hundred and twenty dirhams, all taxes included). The provisional deposit is set at the sum of: 4,220,000.00 DH (Four million, two hundred and twenty thousand dirhams) NB: - Any offer whose provisional deposit contains restrictions or reservations will be rejected (See Article 14 of this consultation regulations). - Under penalty of nullity of the offer, no validity period for the certificate must be mentioned in the personal and joint provisional deposit. - In accordance with the decree of the Ministry of Economy and Finance N° 1692-23 of 06/23/2023 relating to the dematerialization of public procurement procedures and financial guarantees, bids must be submitted exclusively on the Moroccan public procurement portal. Paper submissions will not be accepted by the Tenders Board. - The provisional deposit must be constituted on the Moroccan Public Procurement Portal in accordance with the decree of the Minister of Economy and Finance n° 1692-23 of 06/23/2023 relating to the dematerialization of public procurement procedures and financial guarantees. - The content, presentation, and submission of competitor files must comply with the provisions of Articles 28 to 32 of the market regulations of the Regional Multiservices Company Fès - Meknès version of 12/29/2025 S.A version of 12/29/2025 and the decree of the Ministry of Economy and Finance N° 1692-23 of 06/23/2023 relating to the dematerialization of public procurement procedures and financial guarantees, each of the documents constituting the competitor's response to this tender is inserted, individually, into the electronic envelope concerning it and signed electronically and individually, by the competitor or the person duly authorized to represent them, with the exception of dematerialized documents. A site visit is scheduled for 01/09/2026 at 10:00 AM. Competitors must submit their files electronically on the public procurement portal accessible at www.marchespublics.gov.ma. Brochures, notices, or other technical documents required by the tender file must be placed in a separate envelope, separate from the submission files, in the registry office of the SRM-FM headquarters no later than the working day preceding the bid opening date, against issuance by the contracting authority of a receipt or handed over, on the spot, to the chairman of the tender committee. The supporting documents to be provided are those provided for in Article 13 of the consultation regulations.
