1. The Government of the Republic of Madagascar has received financing from the World Bank to finance the cost of the "Digital and Energy Connectivity for Inclusion in Madagascar" (DECIM) Project, and intends to use part of this financing to make payments for the contract "Rehabilitation of the MNDPT building for the installation of the DIGITAL CENTER in Antsiranana”.
2. The DECIM Project Coordination Unit (PCU) hereby invites Bidders from eligible countries to submit Bids in a sealed envelope for the execution of Rehabilitation of the MNDPT building for the installation of the DIGITAL CENTER in Antsiranana.
The execution period for the works is six (06) months.
3. Procurement will be conducted through national competitive procurement using a Bidding Document (BD) as defined in the "World Bank's Procurement Regulations for IPF Borrowers, Investment Project Financing, Fifth Edition, September 2023" ("the Procurement Regulations"), and is open to all eligible Bidders.
4. Interested Bidders from eligible countries may obtain further information from the DECIM PCU and inspect the Bidding Document during office hours from 09:00 to 16:00 (local time) at the address indicated below.
5. The Bidding Document in French may be obtained by any interested Bidder by submitting a written request by email, stating the Bidder's complete contact details (Bidder Name, full physical address, email address, phone number), to the address below. A site visit will be organized by the Employer:
Date: July 28, 2026; the meeting point is set for nine (09) o'clock, in front of the MNDPT Office in Antsiranana. Site visit costs are exclusively borne by the bidder. Participation in this site visit is strongly recommended.
6. Bids must be delivered to the address below no later than August 25, 2026 at 10:00 sharp (local time) by physical mail in a sealed envelope with one (01) original and two (02) copies, marked "Rehabilitation of the MNDPT building for the installation of the DIGITAL CENTER in Antsiranana_Bid No.: 20-AO /2026/DECIM". Electronic submission of Bids will not be permitted. Any Bid received after the deadline for bid submission will be rejected. Bids will be publicly opened in the presence of designated representatives of the Bidders and any person who wishes to attend the opening of Bids at the address indicated below on August 25, 2026 at 10:00 sharp (local time).
7. All Bids must be accompanied by an Original Bid Security, in the form of (i) a bank guarantee or (ii) a bank check payable to the order of "Digital and Energy Connectivity for Inclusion in Madagascar Project" (DECIM)", for an amount of: Forty million Ariary (40,000,000.00 MGA)
8. Please note that the Procurement Regulations require the Borrower to disclose information on the beneficial ownership of the awarded Bidder, as part of the Contract Award Notification, by completing the Beneficial Ownership Disclosure Form included in the Bidding Document.
