Notice of Invitation to Tender (NIT) 04-09-26 AFD/SET Date: 04/09/26 Reference: Rehabilitation and Replacement Works for 33 Hydraulic Structures IO No: 04-09-26 AFD/SET 1. Within the framework of the rehabilitation of the Transgabonais Railway, the Gabonese State has obtained financing from the French Development Agency ("AFD") to renovate operating infrastructure. It is planned that part of the sums granted under this financing will be used to make payments for the Rehabilitation and Replacement Works for 33 Hydraulic Structures. The concessionaire of the Gabonese Railways (SETRAG), the Delegated Contracting Authority for this project, is issuing an invitation to tender for this contract. This invitation to tender is referenced AONO No: 04-09-26 AFD/SET dated September 4, 2026, concerning the Rehabilitation and Replacement Works for 33 hydraulic structures divided into a Firm Tranche (TF) and a Conditional Tranche (TC) and awarded in three (3) lots. It is open to national and international bidders with the required skills. 2. SETRAG is soliciting sealed bids from eligible bidders to carry out the Rehabilitation and Replacement Works for 33 Hydraulic Structures for a work execution period of 20 months for each lot of works, divided as follows: • Preparatory period: 6 months • Firm tranche: 7 months • Conditional tranche: 7 months Bidders have the choice to bid for one or more lots. If more than one lot is awarded to a bidder, the execution deadlines for each lot are not cumulative. 3. The Instructions to Bidders and the General Administrative Clauses are those of the AFD's Standard Procurement Documents for Works. 5. Bids must be submitted to the address above no later than November 26, 2026, at 10 a.m., local time. Bids must include a bid guarantee of 1% of the bid amount in CFA Francs or an equivalent amount in a freely convertible currency, as indicated in the ITB. 6. Bids will be opened in the presence of representatives of the bidders who so wish on November 26, 2026, at 10:30 a.m., at the following address: SETRAG multi-purpose room. 7. Qualification requirements are: • Eligibility and Track Record of Contract Default • No conflict of interest and not ineligible for AFD financing. • No history of contract default in the last 5 (five) years, exclusion from the implementation of a bid guarantee declaration and/or pending litigation. • Financial Capacity and Annual Turnover The bidder must provide written proof that it meets the following requirements: • Demonstrate that it has or has access to sufficient liquid assets, unencumbered assets or credit lines, etc. (other than any advance payment), to meet the cash flow needs for the execution of the works subject to this Invitation to Tender, net of its other commitments, amounting to: • €838,470 or CFAF 550,000,000 for lot 1; • €1,448,266 or CFAF 950,000,000 for lot 2; • €762,245 or CFAF 500,000,000 for lot 3. These amounts are cumulative if bidding for more than one lot. • Provide proof of an average annual turnover over the last five (5) years of at least: • CFAF 3,850,000,000 or €5,838,907 for lot 1; • CFAF 6,630,000,000 or €10,107,370 for lot 2; • CFAF 3,420,000,000 or €5,273,756 for lot 3. • Technical Capacity and Experience The bidder must prove, with supporting documentation, that it meets the following technical capacity requirements: • Provide proof of participation as Principal Contractor, member of a joint venture, or subcontractor in two (2) contracts executed since January 1, 2015, each with a minimum value of: • FCFA 2,600,000,000 or €3,963,674 for lot 1; • FCFA 4,430,000,000 or €6,753,491 for lot 2; • FCFA 2,300,000,000 or €3,506,327 for lot 3. • Provide proof of minimal experience in satisfactorily completed construction in the following areas: • Rehabilitation works for hydraulic or hydrological structures; • Rehabilitation works for hydraulic structures by continuous polymerized lining (production capacity of one structure per week);
