Description

Sealed bids will be received by the Iowa Department of Agriculture and Land Stewardship, Division of Soil Conservation and Water Quality (Division), via the Iowa Management of Procurement and Contracts System (IMPACS) electronic procurement system, until 2:00 p.m. local time, on August 11, 2026. The bid opening, which is open to the public, will be held through IMPACS on August 11, 2026, beginning at 2:00 p.m. local time, when bids will be read outloud. Interested parties may call in to hear the bid opening using the Microsoft Teams call-in number: +1 469-998-7627, code 417432741#. The bid shall be accompanied by a bid security as set forth in Document B, Instructions to Bidders, in the amount of 10% to the total bid amount. Bids must be submitted on the appropriate forms provided in IMPACS. A pre-bid conference will be held on August 3, 2026, at 10:00 a.m., Leighton Community Center, 306 Otley Street, Leighton, Iowa, 50143. Attendance at the pre-bid conference by prospective bidders is not mandatory but is encouraged. The project is the reclamation of the Memmelaar West AML site in Mahaska County, Iowa. The site is located approximately 1.5 miles southeast of Leighton on Elba Avenue, approximately 3/4 mile south of 220th Street, and approximately 1/2 mile north of 235th Street. The site is one project, but it is comprised of two separate work areas situated closely together. In general, the work includes, but is not limited to: impoundment discharge, clearing, grubbing, excavation, pipe installation, sediment and erosion control, and permanent seeding. Bid quantities include but are not limited to 16.7 acres of clearing and site preparation; 87,400 cubic yards of excavation; 12,000 cubic yards of muck excavation; 3,755 lineal feet of terrace construction; 105 tons of Class E riprap; 2,880 square feet of Tied Concrete Block mat; 1,544 lineal feet of fence; and 15.8 acres of permanent upland pasture seeding. A complete list of bid items is provided with the plans. The anticipated cost of construction to reclaim the site is expected to range from $450,000 to $570,000. The Plans and Construction Specifications governing the construction of the proposed improvements have been prepared by IDALS-DSCWQ, Mines and Minerals Bureau and are hereby made a part of this notice by reference and the proposed Contract shall be executed in compliance therewith. This project shall comply with Davis-Bacon Wage Requirements. THE CONTRACT DOCUMENTS, INCLUDING PLANS, CONSTRUCTION SPECIFICATIONS, AND BID PACKAGE, ARE ONLY AVAILABLE THROUGH THE IDALS WEBSITE LINK https://iowaagriculture.gov/dscwq/requests-propsals The work under the proposed contract shall commence within fourteen (14) days after Notice-to-Proceed is received and shall be completed no later than December 31 2027.
