NOAH AND WILCOX EAST AML RECLAMATION PROJECT SECTIONS 4, 5, 8 and 9, Township 74 North, Range 18 West, Marion County, Iowa Bid No. IA-113-363 Sealed bids will be received by the Iowa Department of Agriculture and Land Stewardship, Division of Soil Conservation and Water Quality (Division), via the Iowa Management of Procurement and Contracts System (IMPACS) electronic procurement system, until 2:00 p.m. local time, on September 11, 2026. The bid opening, which is open to the public, will be held through IMPACS beginning 2:00 p.m. local time, when bids will be read outloud. Interested parties may call in to hear the bid opening using the Microsoft Teams call-in number: +1 469-998-7627, code 296192049#. The bid shall be accompanied by a bid security as set forth in Document B, Instructions to Bidders, in the amount of 10% to the total bid amount. Bids must be submitted on the appropriate forms provided in IMPACS. A pre-bid conference will be held on August 28, 2026 at 10:00 a.m., Marion County Extension Office, 210 North Iowa Street, Knoxville, Iowa, 50138, telephone: 641-842-2014. Attendance at the pre-bid conference by prospective bidders is not mandatory but is encouraged. The project is the reclamation of the Noah AML (IA-113) and Wilcox East AML (IA-363) site in Marion County, Iowa. The site is located approximately 3.5 miles north of Marysville on County Road T17, approximately 1/4 mile south of Reagan Street, and approximately 1 mile west of 220th Avenue. The site is one project, but it is comprised of two separate AML project areas that are connected. In general, the work includes, but is not limited to: impoundment discharge, clearing, grubbing, excavation, pipe installation, sediment and erosion control, and permanent seeding. Bid quantities include but are not limited to 106.5 acres of clearing and site preparation; 1,347,611 cubic yards of excavation; 16,734 lineal feet of terrace construction; 2,538 tons of Class E riprap; 873 square yards of Tied Concrete Block mat; 4,734 lineal feet of fence; 97.6 acres of permanent native seeding; and 5.8 acres of permanent wetland seeding. A complete list of bid items is provided with the plans. The anticipated cost of construction to reclaim the site is expected to range from $4.8 million to $5.3 million. The Plans and Construction Specifications governing the construction of the proposed improvements have been prepared by Shive-Hattery, Inc. and are hereby made a part of this notice by reference and the proposed Contract shall be executed in compliance therewith. This project shall comply with Davis-Bacon Wage Requirements. THE CONTRACT DOCUMENTS, INCLUDING PLANS, CONSTRUCTION SPECIFICATIONS, AND BID PACKAGE, ARE ONLY AVAILABLE THROUGH THE IDALS WEBSITE LINK https://iowaagriculture.gov/dscwq/requests-proposals . The work under the proposed contract shall commence within fourteen (14) days after Notice-to-Proceed is received and shall be completed no later than December 31, 2027.
