(5) Bidding Method: Bidding will be conducted for the subject in 1 (1) above. When determining the successful bidder, the winning bid price shall be the amount obtained by adding 10% of the amount stated in the bid form to the said amount (if there are fractions of less than 1 yen in the said amount, such fractions shall be discarded). Therefore, bidders shall write in the bid form an amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are taxable or tax-exempt businesses for consumption tax and local consumption tax. 2 Eligibility for Bidding: Bidders must meet the following requirements. Must not fall under the provisions of Article 167-4 of the Local Autonomy Act (Cabinet Order No. 16 of 1947). Must be registered in the Reiwa 8/9 (2026/2027) Qualification Register for Procurement of Goods and Services, etc. (hereinafter referred to as the "Qualification Register") prepared in accordance with Article 170-2, Paragraph 3 of the Gunma Prefectural Financial Regulations (Gunma Prefectural Ordinance No. 18 of 1991). If no bids are received within the limit of the estimated price as a result of the bid opening, a second round of bidding will be held. In this case, bidding will be conducted immediately if all bidders or their agents are present, or at a separately determined time as soon as possible otherwise. If bidding or bid opening cannot be conducted due to natural disasters or other unavoidable reasons, it will be postponed. Any damages incurred in such cases shall be borne by the bidders. Please bring the Confirmation Notice (or a copy thereof) when attending the bidding. 5 Contract: The draft contract is attached as Supplementary Document 2. 6 Method of Determining the Successful Bidder: The successful bidder shall be the bidder who submitted the lowest valid bid within the limit of the estimated price prepared in accordance with Article 169 of the Regulations. In addition, if it is recognized that the contract cannot be performed in accordance with its content by the person who should be the successful bidder due to the price of their bid, or if it is recognized that concluding a contract with that person would disrupt the order of fair trade and be extremely inappropriate, that person will not be selected as the successful bidder, and the bidder who submitted the lowest bid within the limit of the estimated price may be selected. If there are two or more potential successful bidders, a lottery will be held among them to determine the successful bidder. Procurement Details (1) Procurement Subject: Bus operation and other services for the TUMO Gunma Experience Support Program for Prefectural High School Students (2) Service Details: Operation and accompanying services of buses traveling between the digital creative human resource development facility "TUMO Gunma" and six regions within Gunma Prefecture, and public relations related to this program. (3) Quantity: 6 days: August 5, 7, 19, 20, 26, 27 (1 bus per day, total 6 buses) (4) Performance Location: Between six regions in Gunma Prefecture (as defined in Table 1) and TUMO Gunma (Takasaki City). (5) Bidding Method: Bidding will be conducted for the subject in 1 (1).
