Iringa - Shinyanga Backbone Transmission Investment Project (BTIP)

Turnkey installation of 400kV Double Circuit transmission line sections:

Transmission Line Lot 1: 400 kV Transmission Line, Iringa # Dodoma, Credit No.4798-TZ

Transmission Line Lot 2: 400 kV Transmission Line, Dodoma # Singida, [tbd] / Loan No. TA-P10]

Transmission Line Lot 3: 400 kV Transmission Line, Singida # Shinyanga, [tbd]

1). This invitation for prequalification follows the general procurement notice for this project that appeared in Development Business No. WB: OP00005386 of August 31st 2010 on-line and in dg Market of August 30th 2010.

2). The United Republic of Tanzania has received loans/credits from the International Development Association (IDA), African Development Fund (ADF), Japan International Cooperation Agency (JICA) and, European Investment Bank (EIB) toward the cost of the Iringa - Shinyanga Backbone Transmission Investment Project (BTIP) and it intends to apply partof the proceeds to payments under the contract for:

(a)Transmission Line Lot 1: 400 kV Transmission Line Iringa # Dodoma 225 km financed by International Development Association (IDA)

(b)Transmission Line Lot 2: 400 kV Transmission Line Dodoma # Singida 217 km jointly financed by African Development Fund (ADF) and Japan International Cooperation Agency (JICA)

(c)Transmission Line Lot 3: 400 kV Transmission Line Singida # Shinyanga225 km financed by European Investment Bank (EIB)

3). The anticipated contract (s) duration is thirty (30) months, irrespective of the number of lots awarded.

4). The Tanzania Electric Supply Company Ltd. (TANESCO) intends to prequalify contractors and/or firms for Design, Supply and Installation of the three (3) mentioned 400 kV Double Circuit Transmission Line sections. Applicants may be qualified for award of one (1) lot, two (2) lots or all three (3) lots. Applicants qualified for award of one (1) or two (2) lots only will still be

allowed to bid for all lots, though being aware that the bidder will not be awarded more than one (1)lot or two (2) lots. The Employer willaward the contracts in accordance with the lowest combination of contracts.

4). It is expected that invitations for bid will be made in August2011.

5). Prequalification will be conducted through prequalification procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, May 2004 and revised in October 2006 and May 2010.

6). Prequalification is open to all bidders from eligible source countries determined as per the rules of each Financing Bank for the lot such Financing Bank finances. Details regarding eligibility of Applicants are specified under Instructions to Applicants and PrequalificationData Sheet Clause 4, and regarding eligibility of goods and related services are specified under Instructions to Applicants and Prequalification Data Sheet Clause 5 of the Prequalification Document.

7). Interested eligible applicants may obtain further information from and inspect the prequalification document at the Secretary of TenderBoard, TANESCO Head Office, Ubungo, Umeme Park Building, Ground floor, Room No. G 15, P.O. Box 9024, Dar-es-Salaam, Tanzania from 09:00 a.m. to 05:00 p.m.

8). A complete set of the prequalification document in English may bepurchased by interested applicants on the submission of a written application to the address below and upon payment of a nonrefundable fee of 300 USD. The method of payment shall either be by cash, Banker's Draft or Certified Bank Cheque payable to TANESCO Ltd, P.O. Box 9024 DarEs Salaam, Tanzania. The document will be sent by courier arranged bythe prospective applicant or pick-up at TANESCO Head Office, Ubungo.

9). Applications for prequalification should be submitted in sealed envelopes, delivered to the address below by the date: 31st May 2011, time: 14:30 (local time), and be clearly marked "Application to Prequalify for Iringa - Shinyanga Backbone Transmission Investment Project (BTIP), Invitation for Prequalification No. PA/001/10/HQ/W/038." Late applications will be rejected.
