Employment promotion and support coaching - framework arrangement 2027-2028 (+1)

The City of Kerava is tendering for an employment promotion and support coaching framework arrangement. The subject of the procurement are coaching services that promote employment and support work-life readiness for job seeker clients in the Kerava and Sipoo employment area. The aim of the coaching is to support clients' employment, strengthen their work-life readiness, identify their skills, and progress towards employment, education, or other appropriate services. Clients' service needs can vary greatly, and barriers to employment may include factors related to skills, work and functional capacity, language proficiency, life situation, long-term unemployment, or work market readiness. The service will be organized in Kerava and Sipoo, primarily through face-to-face meetings and only in some cases online. Job seekers in very different employment market situations can be directed to the service. Among the clients may be individuals who can be quickly employed, as well as those who need longer-term and more intensive support to promote their employment. The client group may include individuals with a foreign language background and those whose service needs require special individual support. The service provider must be prepared to work with a diverse client base. The contracting authority does not commit to specific client numbers or client profiles; client service needs will be determined by the employment area's client base. Approximately 40-350 clients per year will be directed to the service. In individual coaching, the maximum number of hours per client is 20 hours, and the maximum duration is 5 months. The number of individuals/groups to be procured is an estimate based on the anticipated number of participants. The contracting authority reserves the right not to procure the maximum number of participant days. The aim of the coaching is to improve the client's readiness for employment, participation in education, or transition to other services supporting access to the labor market. Coaching is to be procured in the following areas: - Job search coaching supporting job seeking - Career coaching supporting clarification of vocational choices and career options, application for vocational education, and development of work-life readiness - Employment coaching supporting job placement. The service can be implemented as individual coaching, group coaching, or a combination thereof. Coaching may include guidance related to work and functional capacity, daily life management, motivation, and work-life readiness according to the client's individual needs. Coaching can also be offered to support attachment to the workplace and maintaining employment. Upon completion of the coaching, the coach will prepare a final assessment with the client, which should outline the topics covered during the coaching and a follow-up plan aimed at employment. The service can be group-based or individual and must be available in Finnish, and if necessary, in Swedish or English. The estimated total value of the procurement is approximately EUR 460,000 (excl. VAT). The stated value is an estimate, and the contracting authority does not commit to specific procurement volumes or the use of the service during the contract period. The service will be procured based on actual need. The tenderer is requested to submit their own justified proposal for the implementation plan of the coaching. The implementation plan must describe, at a minimum, the content and structure of the coaching, consideration of the target group, tailorability of the service, monitoring of impact, and implementation of employer cooperation. The implementation plan may be a maximum of 3 pages long. The service provider may develop their own marketing names for the coaching. The service provider undertakes to collect final feedback on the service from participants using a Webropol survey. The basis for selection will be overall economic advantage, based on the best price-quality ratio.
