3. Bidding:

4. Participation Qualifications:
(1) Not subject to the provisions of Article 70 of the Budget, Settlement and Accounting Order. Minors, persons under guardianship or assistance, who have obtained the necessary consent for contract conclusion, fall under special circumstances in the said Article.
(2) Not subject to the provisions of Article 71 of the Budget, Settlement and Accounting Order.
(3) Must be graded "A", "B", or "C" in "Services, etc." for the Reiwa 7/8/9 (2025/2026/2027) Ministry of Defense Competitive Bidding Qualifications (Unified Qualifications of All Ministries and Agencies) and have competitive participation qualifications in the Kanto-Koshinetsu region. Furthermore, regardless of the above grades, must meet any of the items in Article 18, Paragraph 4 of the Detailed Regulations for the Execution of Contract Procedures for the Ministry of Defense. Those who meet the requirements and wish to participate in the bidding must submit documents proving said requirements by 12:00 PM on September 2, Reiwa 8 (2026).
(4) Not currently subject to designation suspension measures under the "Guidelines for Designation Suspension, etc. in Procurement of Equipment and Services" by the Minister's Secretariat Health and Sanitation Director, Director of Defense Policy Bureau, or Director General of the Defense Equipment Agency (hereinafter referred to as "person under designation suspension").
(5) Not a party with capital or personnel relations with a person currently under designation suspension, and intending to contract with the Ministry of Defense for the sale, manufacture, or service contract of similar goods.
(6) Not a qualified bidder who has been requested by a prefectural police to be excluded as a contractor related to organized crime, and this state continues.
(7) Subcontracting by persons currently under designation suspension is generally not permitted. However, this does not apply if the Minister's Secretariat Health and Sanitation Director, Director of Defense Policy Bureau, Director General of the Defense Equipment Agency, or Director General of the Defense Equipment Agency's Accounting Officer recognizes a truly unavoidable reason.
(8) Must obtain approval by submitting documents proving compliance with the suitability criteria by 12:00 PM on September 2, Reiwa 8 (2026) (See attached sheet).
5. Bidding Method: When determining the successful bidder, the bid price plus 10% of that amount will be the contract price. Therefore, all bidders shall state in their bid form an amount equivalent to 100/110 of the estimated contract amount, regardless of whether they are a taxable or tax-exempt business with respect to consumption tax and local consumption tax.
6. Security Deposit:
(1) Bid Security: Waived.
(2) Contract Security: Waived.
(3) Bid security will revert to the national treasury if the successful bidder fails to conclude the contract, and contract security will revert to the national treasury if the contractor fails to fulfill their obligations.
(4) Bid security will be waived if an bid security insurance contract with an insurance company, naming the government as the insured, is concluded for an amount exceeding the security deposit. Contract security will be waived if a performance security insurance contract is concluded.
7. Invalid Bids:
(1) Bids made by those who do not meet the participation qualifications in 4, or bids that violate the bidding conditions, are invalid.
(2) If there is any falsehood in the "Pledge of Exclusion of Organized Crime" pledged by the bidder, or if a breach of pledge occurs, the bid submitted by such bidder will be invalidated.

9. Basic Contract Terms, etc. for Contract Conclusion: Service Contract Terms, Special Clauses on Fraudulent Acts such as Collusion, Special Clauses on Exclusion of Organized Crime, Special Clauses on Handling of Intellectual Property.
10. If the successful bidder fails to conclude the contract without justifiable reason, a penalty of 5% or more of the successful bid amount will be collected.
11. Other:
(1) Use of Government Electronic Procurement System: This project utilizes the Government Electronic Procurement System (GEPS). In case of system failure, bidding may be canceled or this announcement may be amended.

(2) Rounding of Fractions: If there is a fraction of less than one yen in the amount equivalent to 110/100 of the amount stated in the bid form, that fraction will be rounded down, and the amount after rounding down will be considered the submitted bid.
(3) Subcontracting by persons currently under designation suspension is generally not permitted. However, this does not apply if the Minister's Secretariat Health and Sanitation Director, Director of Defense Policy Bureau, and Director General of the Defense Equipment Agency recognize a truly unavoidable reason.
(4) Submitted Documents:
(1) Copy of the Ministry of Defense Competitive Bidding Qualification Examination Result Notification must be submitted by the day before the bidding date (excluding administrative holidays).
(2) If subcontracting all or part of this contract to a person currently under designation suspension, submit a Subcontract Confirmation Application by 7 days before the bidding date (excluding administrative holidays).
(5) Bids from those who intend to subcontract all or part of this contract to a person currently under designation suspension are not permitted, in cases where the bid is between those who intend to subcontract and those who do not.
(6) If it is decided to subcontract all or part of this contract to a person currently under designation suspension after the contract is concluded, all or part of this contract may be canceled.
(7) If subcontracting to a person currently under designation suspension after the contract is concluded, obtain approval for subcontracting as stipulated in the "Bidding and Contract Guidelines (Local Procurement)", amend the contract, and attach a special clause regarding the determination of costs for specific items. When determining the costs for specific items, submit documents that confirm the manufacturing costs, etc. incurred by the subcontractor.
(8) If the successful bidder is a small or medium-sized enterprise as defined in Article 2, Paragraph 1 of the Small and Medium-sized Enterprise Credit Insurance Act, the "Special Clauses for Partial Deregulation of Restriction on Assignment of Claims" will be applied separately, in addition to the applicable contract terms.

Attached Sheet: Suitability Criteria
1. Criteria:
(1) Must have knowledge gained through direct interviews with field units in conflict zones regarding combat utilizing UAS from 2025 onwards (excluding information from published literature).
(2) Must have experience in technical examination related to combat utilizing UAS using methods such as ME analysis.
2. Submitted Documents: Documents objectively proving compliance with the criteria in item 1. Format is optional, and company name, etc. must be displayed on the submitted documents.
3. Number of Copies: 1 copy.
4. Submission Deadline: September 2, Reiwa 8 (2026) (Wednesday), 12:00 PM.
5. Other:
(1) No falsehoods.
