Tender for Electronic Citizen Records with option for Social Citizen Records, assistive technology module, and database-driven route planning

The tender is initiated by Den Storkøbenhavnske Digitaliseringsforening (DSD), an association of municipalities around Copenhagen, which through cooperation supports each other in the area of digitalization, e.g., joint projects, knowledge sharing, and voluntary joint tenders. The contract is entered into by the following municipalities: Albertslund, Allerød, Dragør, Frederikssund, Glostrup, Høje-Taastrup, Rødovre, and Tårnby. The tender concerns the procurement, maintenance, and operation of a comprehensive and coherent standard IT solution for electronic citizen records, which shall support workflows and functionality for Health, Care (EOJ), Social (ESJ), assistive technology, and database-driven route planning. The EOJ part shall support and facilitate the Municipalities' fulfillment of tasks related to relevant parts of health and service legislation, the elderly law, and associated executive orders and guidelines, etc., including necessary functions and work areas. The ESJ part shall support and facilitate the Municipalities' (i.e., the Municipalities that opt for the procurement of the ESJ System) fulfillment of tasks related to relevant parts of service and health legislation, the elderly law, and associated executive orders and guidelines, etc., including necessary functions and work areas. Furthermore, two additional functional options for an assistive technology module and database-driven route planning are included, which are desired to be available for purchase during the Contract period. It is crucial for the Municipalities that a standard solution is procured, which is established and well-tested in the market, including in interaction with the extensive network of actors operating in this area as well as the applicable regulations. A development project is not desired. The solution must be future-proof, including that the Solution, upon implementation, is state-of-the-art from both the user's and the technological perspective. Based on this starting point, it is the Municipalities' wish that the Solution, through further development, shall maintain a leading position, so that neither during the Contract period nor during the possible extension period is there a need for renovation or replacement of the Solution. One coherent and comprehensive Solution is procured, where the Solution shall be offered as Software as a Service (SaaS). All municipalities procure the EOJ part, while ESJ, the assistive technology module, and route planning constitute options that can be selected.
