Tender for ESDH system as a Service

The tender comprises the supply of an ESDH system as a Service (SaaS) to Trafikselskabet Movia and the services necessary to establish, operate, and maintain the solution during the contract period. The delivery includes the establishment and configuration of the system for approximately 505 users, conversion of existing cases, documents, and metadata from Movia's current ESDH solution, setup of case types, document templates, and selected workflows, training of super users, support staff, and system administrators, as well as operation, support, and maintenance. The solution must be based on standard functionality (cloud) to the extent specified in the tender material. The solution must support case and document management, metadata, journaling and archiving, workflow and approval processes, meeting management, search and management information, and integration with Microsoft 365 (Entra ID, Outlook and Teams), FirstAgenda, and Digital Post. The detailed requirements are set out in Annex 1A (Specifications). The contract includes requirements for the Supplier's handling of integrity, confidentiality, and availability of the data processed in the solution. The solution must provide an open and documented API that can be used by Movia and by third parties for integrations and automation. The contract includes requirements for the Supplier's assistance in the transfer of tasks upon termination of the contract. The contract contains framework agreement-like elements, as additional hourly services specified may be purchased at the fixed hourly rates for these. The contract is not divided into sub-contracts, as it is the contracting authority's assessment that the contract is not suitable for division into separate sub-contracts, neither IT-strategically, technically, nor commercially.
