Tender for a common Operations Platform

The contracting authority is tendering a contract for a common Operations Platform for the contracting authority's IT system portfolio. After Transition In, where the Support Systems are transitioned to the Operations Platform, the Supplier shall be responsible for operations, including Datacenter Operations/Hybrid Cloud Custom Services/Hybrid Cloud Standard Services and Infrastructure Operations, as well as Support and maintenance of the Operations Platform. Furthermore, after Transition In, the Supplier shall ensure Subsequent Transitions to and Transformations of the Operations Platform. The purpose of the common Operations Platform is, among other things, to achieve secure and stable operations with high availability and a modern technological platform with a high degree of scalability that supports the needs of the Customer and the municipalities. It is the contracting authority's business need that all Services are delivered with high delivery security and robustness, and that the Supplier demonstrates proactivity in the collaboration. In addition to focusing on secure and stable operations, the Supplier shall ensure a successful Transition In of the Support Systems with minimal disruption to the contracting authority's business, as well as Subsequent Transitions and ongoing Transformation, including a gradual transition to Hybrid Cloud Standard Services and, to the extent it supports the needs of the contracting authority and the municipalities, Managed Public Cloud Services. A high level of information security must be established in connection with Transition In, which must be continuously maintained and improved throughout the Contract. The contract has the following 4 main services: I. Transition In, where the contracting authority initially wishes to establish and securely and stably transfer to an Operations Platform for the Support Systems, based on Hybrid Cloud Services, including project management, transition organization, building operational capacity, transfer of environments and data, and knowledge transfer from the Disclosing Supplier. Subsequently, the contracting authority wishes to carry out successive Subsequent Transitions for a number of the contracting authority's other IT systems from the current operational models to the Operations Platform, based on Hybrid Cloud Services. II. Ongoing Services for the Operations Platform, including; a. Support; b. Hybrid Cloud Services, including Hybrid Cloud Standard Services and Hybrid Cloud Custom Services; c. Tools to support Application Suppliers; d. Governance, Operational Processes, security services, Documentation and operational reporting. III. Service Catalog using standardized methods, technologies and services, through which the contracting authority wishes to be able to provision services on a cloud platform that; a) Offers a wide range of services; b) Is accessible via the public internet; c) Has a publicly available price structure with billing of services according to consumption on subscription terms. IV. Methods and tools to support collaboration with the Contracting Authority and the Contracting Authority's application suppliers, where the contracting authority wishes the delivery of the future operations platform to be supported by proactive collaboration across the contracting authority's IT system portfolio.
