Tender for main contract for reinforcement of Ballum Dike

The dike association in Brede Ådalen is a local association responsible for the maintenance and security of dikes along Brede Å to prevent flooding of the adjacent agricultural land and valley areas. The work of the dike association in Brede Ådalen therefore most often consists of maintaining dike crowns and slopes to ensure stability against water pressure. In accordance with this, the dike association in Brede Ådalen now wishes, on the stretch from Rømø Dam and south to Vesterende, which totals approximately 7,500 meters, to have the existing Ballum Dike reinforced with clay and sand. This work will also include the excavation and formation of a lake area in connection with the extraction of the sand and clay deposits used for Ballum Dike. On this basis, the dike association in Brede Ådalen wishes to enter into one construction and civil engineering contract ("The Contract"), which will broadly include the following works and their main quantities: 1. Milling of the topsoil layer on approx. 18.5 ha of dike (on the existing dike's foreslope, foreland, and dike crown) 2. Excavation of 26.8 ha of topsoil and temporary deposition thereof on the existing dike's foreslope, foreland, dike crown, and on the back slope 3. Excavation from the existing dike, moving and incorporating approx. 63,350 m3 of subsoil into the dike 4. Excavation from the existing dike and disposal of approx. 23,550 m3 of subsoil in the dike 5. Excavation from the lakes, moving and incorporating approx. 182,250 m3 of clay 6. Re-laying of topsoil and grass seeding on the new dike profile, 26.8 ha. In addition, topsoil from the lakes will be supplied. 7. The quantities of subsoil and clay necessary for the contract will be extracted by the contractor in connection with the excavation of new lakes near the sub-project. The materials will be transported to the dike and incorporated by the contractor. The lakes will be kept dry by the contractor during the excavation work. 8. Completion of the lake banks and restoration of affected areas around the lakes. 9. Fertilization and grass seeding of all affected areas. All areas where work is to be carried out are located at Ballum in Tønder Municipality. The clay to be used for the reinforcement will be supplied by the client, with an estimated value of approximately DKK 15-16 million. However, the transport of the clay itself will be included in the works associated with the tendered Contract. In addition, a small supplementary purchase and supply, as well as the laying of suitable stable gravel or crushed concrete for the maintenance of interim roads and work roads from the excavation site to the dike incorporation points, will also be covered by the Contract. The dike association in Brede Ådalen cannot provide electricity but can assist. The works related to the dike construction itself must be carried out from March/April 2027 to October 2028 and may be carried out between 04:00 and 18:00, provided that this does not conflict with other regulations, including the permit from the Danish Coastal Authority. Furthermore, it is expected that the work at the excavation sites can commence approximately one month earlier, i.e., in February 2027. For dike safety reasons, the contractor is obliged to take a break in execution from October 2027 to February 2028, after which the work can resume. At the time of the tender announcement, the dike association in Brede Ådalen has not yet received final permission from the Danish Coastal Authority for coastal protection. The permit is therefore attached as an application for now and will be replaced by the final permit when it is received. The dike association in Brede Ådalen expressly reserves the right to cancel the tender if final permission is not obtained. The dike association in Brede Ådalen also expressly reserves the right to await the conclusion of a contract with the winning bidder until final permission has been obtained.
