Tender for contract for the supply of tactical ballistic protection vests

The National Police is tendering for a contract for the supply of tactical modular ballistic protection vests with associated components and accessories for the police in Denmark, Greenland, and the Faroe Islands. A tactical modular ballistic protection vest is understood as a vest that provides ballistic protection against small arms ammunition and fragments to the torso. Depending on the specific task, the vest must be usable both with and without additional ballistic protection for the shoulders, neck, upper arms, sides, and groin. Furthermore, the vest must be mountable with pouches and similar carrying systems, including those from other manufacturers. The tactical ballistic protection vest is used in the police's operational service and must be able to interact with the police's other equipment, uniforms, vehicles, and task execution. The tactical vest is mainly used by reaction patrols, who, with special training, tactics, and weapons, perform various high-risk tasks. The tasks are performed both indoors and outdoors and under all weather conditions, which places high demands on the quality, functionality, and flexibility of the ballistic protection equipment. The vest is primarily used in Denmark, but all items may to a lesser extent be exposed to the climatic conditions related to the geographical wide area of use from the Arctic to the equator. The police thus deploy police officers on international missions for the EU, UN, OSCE, and FRONTEX in Southern and Eastern Europe, as well as Africa and the Middle East. In this context, the tactical vest is used in selected functions and tasks. The tactical protection vest is also used in connection with basic and maintenance training within relevant concepts, where the vest is used, among other things, at shooting ranges and other training facilities. The user of the vest is thus exposed to many different physical activities over several hours – including running, walking, standing work, sitting tasks, kneeling positions, driving, frequent entry and exit from vehicles, passage of obstacles, and reaching for objects. The tactical vest must also function as intended in all shooting positions with shoulder-fired weapons. The tactical ballistic protection vest is always used with ballistic panels and ballistic plates on the front and back. Depending on the task, threat level, and user's training level, the vest can be configured with additional ballistic panels for the shoulders, neck, upper arms, sides, and groin, as well as with ballistic side plates. The tactical ballistic protection vest also functions as a carrying platform for various types of carrying systems and accessories, which are mounted on the vest's front, back, and sides. The police's existing carrying systems and accessories are MOLLE-compatible, and the tactical vest is therefore used in conjunction with such systems. Mounting of magazine pouches, multi-purpose pouches, tourniquet pouches, IFAK, grenade pouches, and hand grenade pouches is a natural part of the tactical vest's modular design. The tactical vest is normally worn over the outermost clothing. The clothing varies over the year and can include everything from a traditional combat shirt to several layers of insulating and wind- and waterproof clothing depending on the season, task, and the individual user's preferences.
