Description
Auto-translated from daThe procurement procedure is carried out as a negotiated procedure in accordance with sections 61-66 of the Danish Public Procurement Act (Consolidated Act No. 1564 of December 15, 2015). VisitDenmark is Denmark's national tourism organization (the Act on VisitDenmark https://www.retsinformation.dk/eli/lta/2019/243). We work to create sustainable growth in Danish tourism, primarily funded by the state budget. Our mission is to open the world's eyes to Denmark and create tourism that we can live on – and live with. VisitDenmark plays a central role in the development and coordination of the international marketing of Denmark as a holiday destination. We are present in eight international markets – four primary near markets: Germany, Norway, Sweden, the Netherlands, and four secondary distant markets: Italy, France, the United Kingdom, and the USA – and have our own market offices in all markets except France. The framework agreement's services cover the Client's need for a media strategic partner who can assist with advice and development in connection with campaign planning and media purchasing primarily in the Client's near markets Norway, Sweden, Germany, the Netherlands, and secondarily the distant markets Italy, France, the United Kingdom, and the USA. The tendered services are described in Appendix 1 and may vary in size and scope from larger tasks to a single activity or advice in a specific case. The need for services therefore also varies and will be selected and deselected from campaign to campaign. It will concern media strategic advice, purchasing and optimization, as well as ad hoc support and sparring. The upcoming framework agreement shall ensure that VisitDenmark at all times has access to a strong media strategic partner who can match and work professionally with this ecosystem of partners and offices and advise based on solid insight, knowledge, and local knowledge within media, strategy, priorities, and tourism. Applicants must offer and be able to deliver the covered services in the Client's primary markets either through their own offices or by using a close strategic partner in accordance with the specified framework for the use of subcontractors or other forms of associations, cf. the description thereof below in section 2.1.4 "Further information". The framework agreement has a duration of 4 years and is non-exclusive. The contracting authority thus reserves the right to enter into agreements with other suppliers for the performance of the media services covered by the framework agreement and to use parts of the available budget of the framework agreement with other suppliers. The estimated value of the framework agreement is calculated based on the budget for 2026 multiplied by 4, which constitutes the duration of the framework agreement in years. The value is thus an estimate based on expected budget funds during the term of the framework agreement. The contracting authority points out that the stated value is subject to uncertainty, as the budgets are subject to political decisions beyond the contracting authority's control, which may lead to unpredictable changes in the available funds. Future potential budget changes have been included in the calculation of the framework agreement's maximum value. Bidders who submit a conditional final offer and receive a minimum of 5 points for each of the qualitative sub-criteria "Cooperation" and "Case" will receive a fee of DKK 25,000 for their response. The winning bidder will not receive a fee. The fee will be paid no later than 10 days after the framework agreement is concluded. Payment of the fee entitles the contracting authority to use the bidder's response.
