Tender for consulting agreement on technical consulting and assistance in connection with the establishment of Bridge 25 and 26 between Levantkaj and Ydre Nordhavn

By & Havn will establish a road bridge with cycle paths and sidewalks (Bridge 25) and a path bridge (Bridge 26) over Skudeløbet north of Levantkaj. The bridges will be designed and subsequently established on Levantkaj. The road bridge is a central element in the ongoing urban development of Levantkaj, as it is the only road access for cars to Levantkaj. The road bridge, together with the path bridge – and several other path bridges – will help improve infrastructure and create easy and efficient access to and from Levantkaj. The bridges will cross Skudeløbet, so the construction must be designed to ensure free passage for water and pleasure craft under the bridge with the usual air draft. The bridges will be of significant importance for the area's traffic flow, accessibility, and overall urban development, as Bridge 25 is, as mentioned, the only road access to the area. Bridge 26 will be connected to the Metroselskabet's future bridge for M4 over Skudeløbet. The design of the Metroselskabet's bridge is expected to be completed in the summer of 2026. The two bridges will have a prominent location in the axis from Svanemølleholm at the western end of Skudehavnen to Kronløbet and the future Lynetteholm east of Levantkaj. The design of the bridges must therefore be simple and sober with an aesthetic that acknowledges the visibility of the bridges in the landscape. As the bridges will be located a few hundred meters apart in the axis of Skudeløbet, the two bridges must have a certain kinship, while Bridge 26 is adapted to the design of the M4 bridge. The consulting agreement includes the preparation of i) design concept for Bridge 25 and Bridge 26, ii) construction program based on existing material, iii) preliminary design and project proposal, iv) authority project, v) tender project, vi) execution project, vii) technical supervision during the execution phase, as well as the services described in the Consulting Agreement with appendices ("The Task"). The contracting authority has chosen to tender one overall Consulting Agreement – covering services from the design of Bridge 25 and 26 to the execution project and technical supervision as further specified in the Consulting Agreement – instead of dividing the agreement into subcontracts: The consolidation of tasks was chosen because the contracting authority considers it necessary and appropriate due to the size and complexity of the task, which is not considered to allow further division without negative consequences for interface coordination etc. For a more detailed description of the Consulting Agreement and the tendered task, the contracting authority refers to the complete tender material specified in section 2 of the tender conditions.
