Tender for framework agreement regarding Technical preliminary study, environmental assessment, consulting and assistance in connection with the urban development of Kløverparken & Quintus

By & Havn has entered into a framework agreement for technical preliminary study, environmental assessment, consulting and assistance in connection with the urban development of Kløverparken & Quintus. Based on the agreement between the government and the Municipality of Copenhagen on "Urban development and infrastructure for Lynetteholm", By & Havn has initiated the urban development of Kløverparken & Quintus, located on the northeastern edge of Amager. The first phase of urban development comprises the development of 530,000 sqm of mixed urban functions in the project area, towards 2035. The first local plan is expected to be adopted in 2029. In total, 870,000 sqm are to be developed over time on Kløverparken & Quintus, which has a land area of approximately 600,000 sqm. Currently, the area includes a marina, Cablepark, Gokart track, soil depot, and several cultural offerings. Several large facilities surrounding Kløverparken & Quintus affect the urban development. This includes planning and safety zones at Prøvestenen, ventilation ducts from HOFOR, a hydrogen plant from OK and ARC with associated pipeline network. During the project period, a metro line will be constructed through the area, scheduled to open in 2036. It is not yet decided whether the northern part of the metro will be an elevated line or a tunnel. The urban development must ensure housing, green areas, and "the good city" for Copenhageners – and the first city districts are to be ready for use when the next stages of the M5 metro are expected to open from 2036. Kløverparken and Quintus will be certified as a starting point for DGNB Platinum for urban areas, which is why there is a high focus on biodiversity and sustainability, as well as the DGNB methodology, which must be considered from the start in all project stages. The tendered task includes, among other things, technical consulting and assistance • regarding the preparation of preliminary studies in connection with the urban development of Kløverparken & Quintus • in connection with the processing of the structural plan and master plan • in connection with material input for the local plan and environmental assessment • preparation of environmental assessment At present, the following sub-tasks/technical focus areas have been identified, but new sub-tasks may arise that also need to be solved under the Framework Agreement. The sub-tasks are detailed below. • Supply strategy • Soil investigations (contamination and geotechnics) • Soil management strategy • Climate adaptation/cloudburst, groundwater and rainwater report, and robustness for climate change • Nature inventory (§3 and Annex IV) and biodiversity potentials • Environmental mapping of surrounding companies (regarding air, odor, dust, and other pollution/risk) • Noise analysis (company, traffic, and railway) • Traffic and infrastructure • Environmental assessment of local plan • Environmental screening and environmental mapping of existing construction prior to potential demolition By & Havn wishes to enter into the Framework Agreement with one supplier for technical preliminary study, consulting, and assistance in connection with the urban development of Kløverparken & Quintus.
