Tender for framework agreement for total advisory services for RandersBolig

The contracting authority is a public housing organization subject to the Act on Public Housing etc. The contracting authority manages and rents out public housing. RandersBolig manages and rents out public housing for six housing organizations, which together manage approximately 9,100 rental units in Randers and the surrounding municipalities of Mariagerfjord, Favrskov, Norddjurs, and Syddjurs. The six housing organizations are as follows: • Boligorganisationen Møllevænget & Storgaarden • Randers Boligforening af 1940 • Boligforeningen Kronjylland • A/B Andelsbo • Boligselskabet af 2014 • Typografernes stiftelse i Randers The contracting authority has a continuous need for total advisory services of various kinds. Total advisory services and the services under total advisory services may include any action, task, service, and delivery that is part of the fulfillment of the total advisory service ("Services"), including Services that must and can be included in ARK/FRI's Service Descriptions for Construction and Landscape (2018), Service Description for Client Advisory Services (2019), Addendum to the service description regarding sustainability services (2022), description of "as built" (2022) all with later amendments, the currently applicable requirements for renovation and new construction according to the public housing act with associated regulations, including the performance of tasks and fulfillment of requirements in relation to the Village Foundation, Building Damage Fund, and authorities, fulfillment of requirements and fulfillment of the client's duties according to the executive order on the client's duties (bkg. nr. 117 of February 5, 2013 with later amendments), fulfillment of requirements and fulfillment of all duties and roles incumbent upon the client according to executive order no. 2107 of November 24, 2021 with later amendments regarding construction and civil engineering works, as well as fulfillment of requirements according to executive order no. 110 of February 5, 2013 with later amendments on the duties of designers and consultants under the Working Environment Act, Services according to ABR 18, all including advisory services, design, tendering, preparation of contracts and obtaining signatures, obtaining and maintaining insurance, control of compliance with collateral requirements, all certification and control of documentation, preparation of a safety and health plan (PSS), possible site inspections, construction management, including construction meetings every 14 days, client and construction committee meetings every 6 weeks, technical supervision, project follow-up, ICT, working environment, permits and exemptions, quality assurance and maintenance documentation, including "as built" documentation, handover, 1-year and 5-year inspections with the contractor and Building Damage Fund, attestation of invoices, preparation of construction accounts, or more specific phases or parts of Services and related assistance. Regarding the Consultant's services, we refer in full to the submitted draft framework agreement, where the services are described in more detail. Thus, there will be tasks of very different kinds, and the award of the Framework Agreement is expected to reflect this. Idea proposals may be, but are not necessarily covered by the Framework Agreement. The contracting authority may therefore freely choose to contract for idea proposals without regard to the Framework Agreement and choose another supplier. The contracting authority intends to enter into a Framework Agreement with up to five (5) Bidders. The contracting authority expects to purchase advisory services for DKK 3,000,000 excluding VAT per year during the framework agreement period, and reserves the right to purchase advisory services for a maximum of DKK 6,000,000 excluding VAT per year during the framework agreement period. The framework agreement is tendered for a period of 48 months. The offered prices are fixed for the framework agreement period, but will be adjusted in accordance with the framework agreement's provision in this regard. The framework agreement must be concluded on the basis of the draft Framework Agreement attached to the tender material. The final Framework Agreement will be amended in accordance with the winning bids. Reference is made to the attached Framework Agreement with its appendices.
