Tender for Rental and Property Management System

I - BACKGROUND AND PURPOSE The Danish Building Authority (Bygningsstyrelsen) is tendering a contract for the provision of a SaaS solution for IT support of property management and rental within the Danish Building Authority. The Danish Building Authority requires a solution that will serve as the Danish Building Authority's primary professional system for IT support of the Danish Building Authority's center for rental and asset management. The solution must be delivered as a SaaS solution with the necessary configuration to support the Danish Building Authority's needs. The supplier must carry out implementation, including configuration, setup, and data migration from the Danish Building Authority's existing system, and training of the Danish Building Authority's users in accordance with the Danish Building Authority's needs prior to the provision of the solution. After provision, the Supplier must deliver the Service, including operation, support, and maintenance. The Danish Building Authority will use Navision Stat for rent collection. This is supported by an external integration that must be accessed via an API exposed by the solution. The purpose of the solution is primarily to: - Support the Danish Building Authority's core tasks within rental, property management, contract management, and collection, - Serve as the primary source for central master data (properties, buildings, rental units, etc.) used across the Danish Building Authority's business, - Support appropriate data registration and ensure traceability and audit and control capabilities, and - Be part of the Danish Building Authority's overall IT architecture with an integration platform and data platform, as well as be a central part of the Danish Building Authority's overall system landscape and overarching IT and data strategy. The existing system currently has approximately 10 concurrent users and contains approximately 5,300 contracts. The Danish Building Authority expects that the upcoming solution will contain between 2,000 and 2,500 contracts after data migration. The existing system also currently contains approximately 1,400 properties, 3,200 buildings, land areas and property objects, 500 customers, 6,300 rental units, and 700 private landlords and/or administrators, and approximately 22,000 collection items are processed annually, which require data migration. II - MAIN SERVICES The contract includes the following main services: a) Initial Services: During the implementation phase, the Supplier shall carry out implementation, including configuration and setup of the Solution in close cooperation with the Danish Building Authority in accordance with the Danish Building Authority's needs, data migration, and user training. b) Ongoing Services: From the Provision Date, the Supplier shall make the Solution available to the Danish Building Authority in the form of a software-as-a-service, including operation, support, and maintenance. c) Ordered Services: At the request of the Danish Building Authority, the Supplier shall provide Ordered Services for the Solution, including, for example, consultancy services for advice, training, configuration, and establishment of integrations with the Danish Building Authority's other IT systems, as hourly services. d) Termination Services: In the event of full or partial termination of the Contract, regardless of the reason, the Supplier shall assist the Danish Building Authority, to the extent relevant and necessary, in connection with the transition of all data to the Danish Building Authority, other suppliers, or authorities.
