Udviklingsselskabet By & Havn I/S' tender for Agreement on technical consultancy and assistance in connection with the planning and establishment of five recreational urban spaces in Ørestad Syd

These tender conditions apply to Udviklingsselskabet By & Havn I/S' (hereinafter referred to as "the Contracting Authority") tender for an agreement on technical consultancy and assistance in connection with the planning and establishment of 5 recreational urban spaces in Ørestad Syd (hereinafter the "Consultancy Agreement"). By & Havn is working on the planning and establishment of five recreational urban spaces in Ørestad Syd, where four urban spaces are to be established on Asger Jorns Allé, and one smaller urban space is to be established on Else Alfelts Vej. As part of the project, the existing drivable median strip on Asger Jorns Allé between Ørestad Boulevard and Richard Mortensens Vej will also be modified with the planting of small trees and bushes. For a geographical location of the urban spaces, please refer to the map on the front page of the tender conditions and the Consultancy Agreement. The Consultancy Agreement comprises three sub-tasks: i) Consultancy and design for Urban Spaces 1, 2, and 4, to be prepared based on the authority-approved project proposal for Urban Spaces 1 and 2 and the Concept Proposal for Urban Space 4. Concept proposals and project proposals for all three urban spaces have been prepared by BOGL and EKJ Rådgivende Ingeniører ("Sub-task 1"). ii) Consultancy and design for Urban Space 3 after the sale of the adjacent building plot 2.1, including the preparation of concept and project proposals and subsequent tender and execution project in collaboration with the landscape architect appointed by the Contracting Authority, BOGL, who will ensure the architectural expression of the urban space ("Sub-task 2"). For Urban Space 3, a design and architectural expression that aligns with and matches Urban Spaces 1 and 2 should be ensured to the greatest extent possible, in order to achieve a coherent overall impression along Asger Jorns Alle. iii) Consultancy and design for Urban Space 5, located east of Else Alfelts Vej, to be provided based on the existing tender material prepared by Transform and Rambøll. This material will form the basis for the preparation of the tender and execution project ("Sub-task 3"). The consultancy task for the three sub-tasks mentioned above includes technical consultancy and assistance, preparation of tender and execution projects, possible site supervision, project follow-up, handover to operations, and a 1-year inspection. The tendered Consultancy Agreement will be awarded to a single bidder. The Consultancy Agreement with the winning bidder will be concluded on the terms and conditions set out in the draft Consultancy Agreement with appendices in the tender material. The tendered Consultancy Agreement is expected to be executed in the period June 2026 – December 2027, cf. the attached main schedule. The Contracting Authority has chosen to tender one overall Consultancy Agreement instead of dividing the agreement into sub-agreements: The consolidation of the tasks has been chosen because the Contracting Authority finds it necessary and appropriate due to the coherence and complexity of the tasks, which are not considered to allow for further division without negative consequences for interface coordination, etc. For a more detailed description of the Consultancy Agreement and the tendered task, the Contracting Authority refers to the complete tender material.
