Granting of a long-term loan in the amount of PLN 7,811,000.00 to cover the planned deficit of the Gmina Łańcut and repay obligations from loans taken out in previous years

1. The subject of the order is: Granting of a long-term loan in the amount of PLN 7,811,000.00 (in words: seven million eight hundred and eleven thousand zlotys), intended to cover the planned deficit of the Gmina Łańcut and repay obligations from loans taken out in previous years. 2. The loan should be available to the Ordering Party within 5 working days of the Ordering Party submitting a request, no later than December 29, 2025, in the amount of PLN 7,811,000.00. 3. In case of actual repayment, if the loan installment falls on a public holiday, it is assumed that the deadline is met if the repayment occurs on the first working day after the designated repayment date. When calculating the offer price using the attached calculator, the repayment date should be taken according to the repayment schedule, i.e., June 30 of each year, regardless of whether it is a working day. 5. Interest on the loan will be repaid in monthly installments, the first installment in the month following the month in which the loan is disbursed. Interest installments are to be calculated for calendar months. Interest installments are payable by the 20th day of the following month for the given interest period (calendar month) based on a written notification from the bank regarding the amount of interest delivered to the Ordering Party no later than 5 days before the interest payment deadline (electronically to a.bozek@gminalancut.pl). Interest on the loan amount will be calculated for each day the loan is used in monthly periods – the number of days in individual months corresponds to the actual number of calendar days. For offer calculations, it should be assumed that a calendar year in all years of loan repayment has 365 days (e.g., in leap years, the number of days in February should be counted as 29 and divided by 365). For interest calculation, it should be assumed that the loan will be initially disbursed in full on November 25, 2025. Interest will be calculated based on the variable WIBOR 1M rate, defined as the rate on the last working day of the previous month, which will be valid from the first day of the next interest period, i.e., the Contractor, when calculating interest for each subsequent interest period, applies the WIBOR 1M rate from the last working day of the month preceding the accounting month, increased by the bank's margin. 6. The loan security will be a blank promissory note with a promissory note declaration. The aforementioned security will be countersigned by the Treasurer of the Commune. 7. The Ordering Party reserves the right to early repayment of part or all of the loan, as well as to disburse an incomplete amount of the loan, and the Contractor will not charge any additional fees or commissions for this. The loan may be disbursed in tranches according to submitted requests. The disbursement of the last tranche no later than December 29, 2025. 8. All costs associated with granting and servicing the loan, including fees and commissions, will be included in the bank's margin.
