Description

The World Bank invites qualified consulting firms to express interest in conducting the Mid-Term Evaluation of the Ukraine Relief, Recovery, Reconstruction and Reform Trust Fund (URTF). The assignment will provide a focused, evidence-based assessment of the URTF’s relevance, effectiveness, efficiency, coherence, contribution to results, and sustainability, including its role in mobilizing, leveraging, or unlocking financing for Ukraine. Findings and actionable recommendations will inform future implementation, resource mobilization, donor engagement, and annual planning and budgeting. The evaluation will be conducted remotely using a proportionate mixed-methods approach centered on document review, targeted virtual interviews, and analysis of available program, financial, monitoring, and results information. The assignment will cover the URTF portfolio from its establishment through June 30, 2026 and will include a limited sample of supported activities and financing instruments. No field missions, primary beneficiary surveys, financial audits, compliance reviews, or project-by-project performance ratings are envisaged. Interested firms should demonstrate substantial experience evaluating development programs, trust funds, donor-financed operations, or multi-partner facilities; strong knowledge of World Bank Group or comparable multilateral development bank operations and financing instruments; and relevant experience in fragile, conflict-affected, recovery, reconstruction, governance, or institutional reform settings. Proposed teams should have strong evaluation, analytical, writing, quality assurance, and stakeholder-engagement capabilities. Experience in Ukraine or comparable contexts is desirable. Expressions of interest should present the firm’s qualifications and relevant experience, proposed team structure and key experts, and up to five examples of comparable assignments, including client references. Only shortlisted firms will be invited to submit full technical and financial proposals in accordance with the Request for Proposals.
