Die Stadt Villingen-Schwenningen verfolgt das Ziel, das ehemalige Rössle-Areal in der Schwenninger Innenstadt städtebaulich neu zu ordnen und zukunftsfähig zu entwickeln. Das Bestandsgebäude steht seit mehreren Jahren leer und erfüllt weder in funktionaler noch in baulicher Hinsicht die Anforderungen an eine moderne und nachhaltige innerstädtische Nutzung. Vor dem Hintergrund der langfristigen Stadtentwicklungsziele sowie der angestrebten Revitalisierung der Schwenninger Innenstadt hat die Stadt das Grundstück erworben, um die Voraussetzungen für eine nachhaltige Nachnutzung beziehungsweise eine umfassende Neuentwicklung des Standorts zu schaffen (siehe auch Projektbeschreibung in den Vergabeunterlagen). Das Bestandsgebäude ist derzeit leerstehend. Die Objektplanung erfolgt direkt über die Stadt Villingen-Schwenningen. Nach aktueller Einschätzung wird das Projekt in Abschnitten umgesetzt. Diese sind aktuell noch nicht definiert. Für die Aufwands- und Honorarkalkulation ist daher mit einer vorläufigen Projektumsetzung von sechs Jahren auszugehen. Ausgeschrieben werden Fachplanungsleistungen für die Fachplanung Brandschutz gemäß AHO.. Die Leistungen werden im Verhandlungsverfahren nach VgV europaweit ausgeschrieben: Stufe 1: Präqualifikationsverfahren Stufe 2: Verhandlungsverfahren Der Bauherr beabsichtigt nach aktuellem Stand die stufenweise Beauftragung. Ebenso besteht die Möglichkeit in Abhängigkeit der Fördermittel- und Finanzsituation, dass kein Anspruch auf Realisierung/Projektumsetzung besteht. Ab Leistungsphase 3 soll, je nach Ergebnis, die weitere Beauftragung und damit die Realisierung und Umsetzung entschieden werden.
