Original language: GermanGegenstand des Verfahrens ist der Abschluss einer Rahmenvereinbarung mit einem Unternehmen betreffend Umsetzung und Betrieb eines webbasierten Systems für Tests zur Personalauswahl. Durch den Abschluss der Rahmenvereinbarung entsteht keine Verpflichtung zur Beauftragung, sondern lediglich die Möglichkeit für die Stellen des Bundes, die anderen Stellen inländischer Gebietskörperschaften (Länder und Gemeinden), sonstige öffentlich-rechtliche Körperschaften und den FH Campus Wien (Studiengänge Public Management und Tax Management), aus dem im Rahmen der Ausschreibung ermittelten besten Angebot – zu Einzelpreisen pro Testung – Leistungen abrufen zu können. Die genannten Rechtsträger sind ausdrücklich berechtigt, aber nicht verpflichtet, für die Geltungsdauer der Rahmenvereinbarung aus dieser jeweils Abrufe (das sind Einzelbeauftragungen) zu tätigen. Der Auftraggeber vertritt die genannten Rechtsträger bei der Durchführung dieses Vergabeverfahrens und hinsichtlich des Abschlusses der Rahmenvereinbarung.
