The subject of the contract is specialist planning services for the structural framework (hereinafter referred to as "Structural Planning") for the new construction of the Operative Center - including associated open/traffic areas - at the site of the University Hospital Münster. The commissioning will be carried out in stages/optional. With the first commissioning stage, the associated structural planning for service phases 1 and 2 in the sense of HOAI will initially be commissioned. It is currently intended that upon submission of the so-called preliminary cost calculation for LPH 2 ("qualified preliminary planning") and if the project objectives named in the tender documents are achieved, the client will decide on the commissioning of service phases 3 and 4 as the second commissioning stage to the contractor commissioned up to that point. The further service phases - LPH 5 and following - will also only be called off by the client at a later date, if necessary. Therefore, an overall commissioning option from HOAI service phase 3 is provided. The primary goal of the University Hospital Münster (UKM) is the long-term and future-proof expansion of the existing hospital site. For this purpose, thematically related facilities are to be bundled in overarching functional areas in order to offer and ensure more efficient and economical patient care in the future. Against this background, the UKM has had the extensive and multi-stage master plan "Zukunftsmedizin Münster 2020 - das neue UKM" developed in recent years. A key component of the further developed master plan is the planning surrounding the new construction of the so-called Operative Center (also "OPZ"). The OPZ is to be located directly in front of the Central Hospital in the form of an extension building and aligned parallel to Albert-Schweitzer-Straße. The extension building will bring together the clinical areas of trauma surgery, visceral surgery, visceral medicine, and orthopedics in an Operative Center with 32 operating rooms and the associated diagnostic/therapy as well as general and intensive care units. Furthermore, the creation of extensive car and bicycle parking spaces is planned: partly as an underground garage below the new OPZ building and/or below the clinic forecourt and - outside the scope of the present planning tasks/service inquiry - partly as a self-sufficient parking garage. The realization of the OPZ with an estimated 80,000 m2 GFA is planned as part of a uniform construction phase along the entire length of the extension building, including a helipad located at the emergency access. The construction project for the Operative Center comprises the new building - with 354 beds and 10 monitoring places, - with a total usable area of 35,778 m2 NUF (approx. 80,000 m2 GFA) for functional areas 1.00 to 7.00, - with the functional areas: 1.00 Diagnostics and Therapy, 2.00 Nursing, 3.00 General Services, 4.00 Hospital Management, 5.00 Supply and Disposal, 6.00 Research and Teaching, 7.00 Emergency Medical Services, "herein in particular functional area 1.09 Operation with 32 operating rooms" and functional area 2.03 Intensive Care with 164 beds, - with a roof-mounted helipad, - with associated open and traffic areas, - with at least 100 and preferably 300 car parking spaces and 1000 bicycle parking spaces, - with a cost ceiling of EUR 485 million gross (cost groups 300/400, excluding initial furnishing and underground garage) - including approx. 11% risk provision, - with planned submission of the HU-Bau by the end of December 2026 - and an intended commissioning by the end of 2031
