Description

UCalgary is seeking proposals from qualified vendors to provide ServiceNow consulting, development and professional services in support of the University’s ServiceNow platform, operational requirements, and future initiatives. The intention of this RFP is to establish Preferred Supplier Agreements with up to three (3) Proponents whose proposals, in the sole opinion of UCalgary, represent the best overall value, experience, technical capability, and service offering.

Successful Proponents will be added to the University’s Preferred Supplier List for ServiceNow professional services. Preferred Supplier status does not guarantee any minimum volume of work or exclusivity; however, Preferred Suppliers may be invited to participate in future quote requests, Statements of Work (“SOWs”), or competitive bid opportunities related to ServiceNow initiatives across the University.

This process forms part of the University’s Supply Chain vendor qualification process and is intended to establish a roster of qualified ServiceNow professional services providers capable of supporting the University’s evolving platform and operational requirements.

Future engagements may include, but are not limited to:
• Staff augmentation services to support UCalgary’s internal ServiceNow team; and/or
• Vendor-led project delivery for defined outcomes under a Statement of Work (“SOW”).

The detailed requirements are set out in Appendix A – RFP Specifications of the RFP document.

UCalgary intends to use the following procurement thresholds for future engagements under this Preferred Supplier arrangement:

• Projects valued at $75,000 CAD or less: UCalgary may solicit a quote from a minimum of one (1) Preferred Supplier.
• Projects valued between $75,000.01 CAD and $250,000 CAD: UCalgary will invite all Preferred Suppliers to submit quotations or proposals for the applicable scope of work.
• Projects valued over $250,000 CAD or where a project requires expertise outside of preferred vendor capabilities: UCalgary reserves the right to conduct a separate open competitive procurement process. Such opportunities may be publicly posted on MERX and/or Alberta Purchasing Connection (“APC”), and both Preferred Suppliers and non-Preferred Suppliers may be eligible to submit proposals.

Successful Proponents shall be entitled to enter into an agreement for three (3) year term. At the end of the initial term, both parties may renew the agreement for another two (2) two-year term at the sole discretion of UCalgary. The maximum term of the contract with extensions shall be no more than seven (7) years.
