Public procurement tenders follow the country's national bidding regulations and may have specific eligibility and documentation requirements for services in the information and communication technology sector. Service contracts are typically evaluated on both technical quality and price, and may require bidders to demonstrate relevant experience and qualified personnel. This is an advance notice — the formal tender is expected to be published shortly. Interested parties can use this time to prepare documentation and identify potential partners.

Description

The University of York is issuing this planned procurement notice so we can advise of our intent to issue a Pre-Market Engagement (PME) and subsequently a Invitation to Tender (ITT); however that ITT will be limited to a specified and limited cluster of parties as defined in the attachment to this notice. All subsequent notices will limit the participants to a competitive process, but not one that is open to the entire market. If you consider yourself to be a "Certified Okta partner with at least "consultant level certification" or higher you are applicable for this PME and ITT. You should contact the University at the prescribed email address or contact Okta as their verification will be required. The University will therefore conduct a closed PME, in advance of tendering for a Technical Implementation Partner (TIP) to implement its new Identity and Access Management (IAM) platform, Okta. Okta has already been determined through a separate procurement exercise. The proposed PME is therefore focused on the implementation of the platform, including the scope of implementation services including configuration and integration, delivery approach, resourcing, timescales and commercial model. The University is seeking to engage with organisations with the prescribed OKTA experience shown in the attachment and accreditation for delivering enterprise IAM implementations, particularly within complex higher education or similar environments. You will be required to evidence this experience and accreditation as part of our PME and ITT which will rapidly follow this notice.
