The Santiago Network Secretariat is issuing this call for proposals to catalyze technical assistance from organizations, bodies, networks, and experts (OBNEs) in response to a request from the Government of Bhutan.Building on the 2025 National Loss and Damage Assessment, this technical assistance aims to develop and operationalize a national framework in Bhutan for assessing and managing climate-induced loss and damage.
The initiative focuses on three core objectives: developing a governance system to enable evidence-based decision-making; providing expertise for a centralized data repository that captures both the economic and non-economic impacts of climate hazards; and delivering integrated capacity building across national and sub-national levels to improve understanding of loss and damage.
